NASA/LaRC has a requirement for a compilation report of the MISSE Series.

The completed Materials International Space Station Experiments (MISSE) series has provided the opportunity to fly approximately 4000 different specimens of materials and components in LEO to evaluate their ability to survive and function in the hostile environments found there. These materials and components represent new technologies that are needed to implement NASA's future Exploration Missions. The report prepared as a result of this contract will document for designers of future Exploration spacecraft the completed MISSE experiments and will present an overview of data generated by these experiments on the performance of the new technologies they represent.

NASA/LaRC intends to purchase the items from The Boeing Company. The Boeing Company is a partner with NASA and the Department of Defense in the implementation of the MISSEs and Boeing flew the monitors flown on the MISSE missions that generated the data necessary to define the environments the MISSEs were exposed to. As a result of their involvement, Boeing has unique knowledge on the experiments and their results, which is critical to preparation of the subject report.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on JULY 3, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
