Aggressive Driver Programs
This document provides a resource for law enforcement agencies interested in developing an aggressive driving program. It is a summary of successful strategies along with contact information.

Aggressive Drivers View Traffic Differently
This study examined views of drivers on Washington's Capital Beltway from 1994 to 1997 in a series of focus groups. In 1997, aggressive driving had become one of the major concerns of motorists. The report documents differences between groups of aggressive and general drivers. See Traffic Tech Number 175, April 98 for a two page summary of the Focus Group Study.

Aggressive Driving and the Law: A Symposium (8-20-99)
In January 1999, NHTSA held a national symposium consisting of law enforcement, prosecutors and members of the judiciary to solicit ideas for developing guidelines for law enforcement and the judiciary for charging and sentencing, treatment of offenders and materials to increase awareness of the issue.

An Implementation Group comprised of the Symposium Moderators has been formed to develop a National Aggressive Driving Action Plan and to review and prioritize the recommendations made at the Symposium. The first meeting of this Group assembled in Washington DC on July 30, 1999. The Aggressive Driving and the Law Symposium Summary of Proceedings, containing participants' findings and recommendations, is available and on the NHTSA web site.

Model Community Speed Control Program

National Survey of Speeding and Other Unsafe Driving Actions
NHTSA conducted a telephone survey in the spring of 1997 to learn about the public's experiences and beliefs about speeding, unsafe driving, including aggressive driving, enforcement, and other sanctions to counter these dangerous driving behaviors. A total of 6,000 interviews were completed in this nationally representative survey of drivers 16 and older.

This report contains the results of the U.S. DOT Speed Management Team two speed management workshops; the first was held in January 2000 in conjunction with the TRB Annual Meeting in Washington, D.C., and, the second held in March 2000 in Dallas, TX. The results of the workshops emphasize the need for enhanced communication and cooperation among the engineering, enforcement, judicial, and political partners who directly affect safety on the Nation's roads.

Speeding and Highway Safety Policy (April 1997)
The Department of Transportation's policy on highway speeds is to provide guidance to State and local governments to set speed limits that maximize the efficient and rapid transportation of people and goods while eliminating the unnecessary risk of crashes due to unsafe speeds. This policy promotes the concept that Federal, State, and local governments should have balanced programs that use the most cost-effective strategies for decreasing crash risks from speeding.

This plan is part of the continuing commitment by NHTSA and FHWA to reduce the number of speed-related fatalities and injuries occurring on our highways.

Strategies for Aggressive Driver Enforcement
Aggressive drivers create an unsafe driving environment through their inconsiderate, self-centered driving habits. Drivers often commit multiple violations, including: driving over the posted speed limit, following too closely, erratic or unsafe lane changes, improperly signaling lane changes, and failure to obey traffic control devices. Because of these driving behaviors, hundreds of deaths and thousands of injuries occur each year, and contribute to the growing problems of hazardous traffic conditions and those criminal acts related to aggressive driving.

The purpose of this guide is to provide step-by-step assistance to law enforcement personnel to develop an aggressive driving enforcement program. A number of suggestions are provided that will help law enforcement agencies design and implement an effective aggressive driving program.

"Traffic Safety Facts 1999: Speed," provides detailed facts and graphs about the number of fatal crashes related to speed, the estimated annual economic costs of speed related crashes, drivers speeding with measurable BAC levels, use of restraints among drivers speeding that result in fatal crashes, speed related fatalities by road type, and, increases in fuel consumption when speeding.
