approving FAA's adoption of current exposure limits from ACGIH and
IEEE in lieu of outdated OSHA standards. The program also recognizes
the more restrictive public exposure limits from ANSI C95.1 as an
"action level" which determines when a Radiofrequency Safety
Program is necessary.
