Comments were due 2 November 2004 The Secretariat of the Intergovernmental Panel on Climate Change (IPCC) has informed the U.S. Department of State that the second-order draft of the “Special Report on Safeguarding the Ozone Layer and the Global Climate System: Issues Related to Hydrofluorocarbons and Perfluorocarbons” (SROC) is available for expert and Government review. This report is a joint assessment conducted by the IPCC and the Technology and Economic Assessment Panel (TEAP), and the review will conform to established IPCC rules and procedures. On behalf of the U.S. Department of State, the Climate Change Science Program Office (CCSPO) is coordinating the collection of U.S. expert comments and the review of these collations by panels of Federal scientists and program managers to develop a consolidated U.S. Government submission by the IPCC deadline of 12 November 2004. Panel meetings will be initiated 1 week prior to this deadline. As such, to have comments considered as part of the official U.S. position, all U.S. expert comments must be sent to CCSPO by COB 2 November 2004. BackgroundThe Eighth Conference of Parties to the U.N. Framework Convention on Climate Change (UNFCCC) and the Fourteenth Meeting of the Parties to the Montreal Protocol invited the IPCC and TEAP to prepare this Special Report by early 2005. IPCC accepted this invitation at its 20th Panel Session in February 2003. The report assesses scientific and technical information relating to decisionmaking regarding alternatives to ozone-depleting substances, thus contributing to the objectives of both the Montreal Protocol and the UNFCCC. The report covers chemicals in use or likely to be used in the next decade. A Steering Committee from IPCC Working Group I and III and TEAP is overseeing the preparation of this Special Report, which is being written by a team of over 100 authors under IPCC procedures. You must send your comments to the CCSPO account rather than direct to the IPCC to be considered for the official U.S. Government submission.
