Through the Alliance, OSHA and the organizations will encourage the petroleum and petrochemical liquid storage industries to increase employee access to safety and health information and training resources on workplace issues. In particular, the Alliance will address training on workplace issues including tank entry, cleaning, maintenance and rescue operations and work within and around petroleum and petrochemical liquid storage tanks. The Alliance's goals include:

Outreach and communication:
  • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information to employees and employers in the industry.
  • Speak, exhibit, or appear at OSHA or industry conferences such as the API/NFPA Safety Tank Entry Workshop.
  • Share information among OSHA personnel and industry and safety and health professionals regarding API’s, NFPA's, and STI's best practices or effective approaches and publicize results through outreach by API, NFPA, and STI and through OSHA- or API, NFPA and STI – developed materials, training programs, workshops, seminars and lectures.
  • Promote and encourage the petroleum and petrochemical industry’s participation in OSHA cooperative programs such as compliance assistance, the Voluntary Protection Programs, and Consultation and its Safety and Health Achievement Recognition Program.
  • Work with other Alliance participants on specific issues and projects that are addressed and developed through the Alliance Program.

  • May 4-10, 2008: 2008 North American Occupational Safety and Health (NAOSH) Week. The Safe Tank Alliance and a number of other Alliance Program participants supported 2008 NAOSH Week, "Safety is Good Business." Sponsored annually by the American Society of Safety Engineers and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace.
  • June 3-7, 2007: NFPA World Safety Congress and Exposition, Boston Convention & Exhibition Center, Boston, Massachusetts.
    • June 5, 2007: Lee Anne Jillings, Director, Office of Outreach Services and Alliances, Directorate of Cooperative and State Programs, USDOL-OSHA; and Guy Colonna, Assistant Vice President, Hazardous Chemicals/Materials, NFPA; gave a presentation "OSHA's Compliance Assistance Resources," which highlighted OSHA's products and training programs, including materials developed through the OSHA and Safe Tank Alliance.
    • June 5, 2007: Mat Chibbaro, Fire Protection Engineer, Directorate of Standards and Guidance, USDOL-OSHA, gave a presentation "Fire Service Features of Buildings and Fire Protection Systems."
  • May 6-12, 2007: 2007 North American Occupational Safety and Health (NAOSH) Week. The National Fire Protection Association (NFPA) and a number of other Alliance Program participants supported 2007 NAOSH Week; "All Modes of Transportation." Sponsored annually by the American Society of Safety Engineers (ASSE), an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace.
  • April 17-18, 2007: Safe Tank Entry Best Practices Seminar, Houston Area Safety Council, Houston, Texas. Through the OSHA and Safe Tank Alliance, Safe Tank participants developed and presented "Safe Tank Entry Best Practices Seminar" at the Houston Area Safety Council in Houston, Texas. During the Seminar, safe work practices and new technology being used by the oil and gas industry for entering and cleaning tanks were among the topics presented to industry and government representatives.
  • November 15-16, 2006: STI Pressure Vessel Conference, Hilton Houston Post Oak, Houston, Texas.
    • November 16, 2006: Chuck Williams, Director, Region VI, Houston, Texas South Area Office, USDOL-OSHA, provided an update, "Hexavalent Chromium Permissible Exposure Limit – Regulation Overview," on the revised hexavalent chromium standard to 40 safety and health professionals.
  • November 5-9, 2006: 2006 National Safety Congress and Expo, San Diego County Convention Center, San Diego, California.
    • November 7, 2006: Lee Anne Jillings, Director, Office of Outreach Services and Alliances, Directorate of Cooperative and State Programs, USDOL-OSHA; and Bill Erny, API, along with other Alliance participants, spoke to 10 attendees about training products developed through the Alliance Program in a workshop entitled, "Success of the Alliance Program: Best Practices," during the National Safety Congress.
  • June 4-8, 2006: NFPA World Safety Congress and Exposition, Orange County Convention Center, Orlando, Florida.
    • June 6, 2006: Mat Chibbaro, Directorate of Standards and Guidance, USDOL-OSHA, gave a presentation titled, "Combustible Dust in Industry" to over 100 attendees.
    • June 6, 2006: Lee Anne Jillings, Director, Office of Outreach Services and Alliances, USDOL-OSHA, gave a presentation on OSHA's cooperative and compliance assistance programs, with a particular focus on the Safe Tank Alliance to 35 attendees.
  • November 17-18, 2005: API Contractor Management Conference, Austin, Texas.
    • Joann Natarajan, Compliance Assistance Specialist, Region VI Austin Area Office, USDOL-OSHA and Ron Tom, Texas Workers Compensation Commission, Workers' Safety and Health Division, staffed the OSHA-Safe Tank Alliance exhibit during the conference.
  • October 24-27, 2005: 2005 Storage Tank Management and Technology Conference and Safe Tank Entry Workshop, Sheraton Crescent, Phoenix, Arizona.
    • October 25, 2005: Ernie Miller, Industrial Hygiene Consultant, Arizona Department of Occupational Safety and Health, gave a presentation on the Consultation Program to 35 attendees.
  • May 2, 2005: API Safety & Fire Protection Sub-committee, Washington, DC.
    • May 2, 2005: Lee Anne Jillings, Director, Office of Outreach Services and Alliances, USDOL-OSHA and Jess McCluer, Program Analyst, Office of Outreach Services and Alliances, USDOL-OSHA updated the subcommittee on the OSHA Alliance Program and activities of the Safe Tank Entry Alliance.
  • April 7-8, 2005: Safe Tank Entry Best Practices Seminar, ChevronTexaco Technology Center, Richmond, California. Through the OSHA and Safe Tank Alliance, Safe Tank participants developed and presented "Safe Tank Entry Best Practices Seminar" at the ChevronTexaco Technology Center in Richmond, California.   • November 1-4, 2004: 2004 Storage Tank Management and Technology Conference and Safe Tank Entry Workshop, Nashville, Tennessee.
    • OSHA had a tabletop display at the exhibit hall.
    • November 3, 2004: Jess McCluer, Program Analyst, Office of Outreach Services and Alliances, USDOL-OSHA, made a presentation to over 100 attendees on the Alliance Program and the activities of the API/NFPA Alliance.

  • Fall Prevention for Aboveground Storage Tanks Fact Sheet [PDF - 212 KB]. Through the OSHA and Safe Tank Alliance, the Safe Tank participants developed “Fall Prevention for Aboveground Storage Tanks Fact Sheet.” The Fact Sheet describes general safety tips to help prevent fall-related injuries to those working in and around aboveground storage tanks.   • Safe Tank Entry: When Entering Aboveground Storage Tanks [PDF - 189 KB]. Through the OSHA and Safe Tank Alliance and the OSHA and Independent Lubricant Manufacturers Association (ILMA) Alliance, the Safe Tank participants and ILMA developed "Safe Tank Entry: When Entering Aboveground Storage Tanks." The brochure has information on how to prevent confined space entry-related injuries when working in aboveground storage tanks. (2008, July)

  • NFPA Journal, July/August 2004. The NFPA's July/August 2004 edition of its bi-monthly publication includes an article, "NFPA Strengthens its Maritime Partnerships," that discusses the activities of the OSHA and API/NFPA Alliance.
  • Aboveground Storage Tank Guide, July 2007. Thompson's AST Guide July 2007 edition includes an article "Safety Best Practices Presented at Safe Tank Alliance Conference" written by Wayne Geyer, Executive Vice President, STI/SPFA. The article describes topics addressed during the April 17-18, 2007, Safe Tank Alliance-sponsored Safe Tank Entry Best Practices Seminar that was held in Houston, TX.
  • Petroleum Marketers Association of America (PMAA) Regulatory Update, July 9, 2007. PMAA's July 9, 2007, Email edition of the regulatory update includes an article, "Aboveground Storage Tanks" that describes OSHA's Storage Tank Module for the Oil and Gas Well Drilling, Servicing and Storage Safety and Health Topics Page. The page was posted on June 14, 2007.
