The Pennsylvania Council on Independent Living (PCIL) promotes the development and expansion of a statewide network of consumer-directed Centers for Independent Living (CILs). There are seventeen (17) individual CILs throughout the state of Pennsylvania serving a total of sixty-seven (67) counties. These CILs were established to advance the rights of persons with disabilities through the elimination of barriers that people with disabilities experience.
Empowering people with disabilities to fully participate in all aspects of society is the guiding principle of the CILs. CILs offer services to people with disabilities as well as families of individuals with disabilities, community service providers, government agencies, private businesses and the community at large.
