Madam:

     Your Committee on Judiciary and Labor, to which was referred H.B. No. 2696, H.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO THE BOARD OF THE JUDICIARY HISTORY CENTER,"

begs leave to report as follows:

     The purpose of this measure is to provide that a vacancy on the Board of the Judiciary History Center shall be filled for the remainder of the unexpired term or, if expired, for a new term by the Chief Justice.

     This measure further provides that a vacancy in any one of the three positions originally appointed by the Chief Justice from a list submitted by the Friends of the Judiciary History Center shall be filled by the Chief Justice from a list of three candidates submitted by the Friends of the Judiciary History Center.

     Your Committee received testimony in support of this measure from the Judiciary and the Friends of the Judiciary History Center of Hawai‘i.

     This measure is intended to facilitate the filling of vacancies for an unexpired term on the Board of the Judiciary History Center by reducing the number of nominees from seven, which is presently required for new appointments, to three, to be submitted by the Friends of the Judiciary History Center.  Current law does not provide procedures for the filling of vacancies. 

     As affirmed by the record of votes of the members of your Committee on Judiciary and Labor that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2696, H.D. 2, and recommends that it pass Second Reading and be placed on the calendar for Third Reading.
