Madam:

 

     Your Committee on Ways and Means, to which was referred H.B. No. 2429, H.D. 2, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO RECREATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require the University of Hawaii, with the assistance of other public and private sector entities involved in the development of west Oahu, to study the feasibility of constructing a new recreational stadium in west Oahu.

 

     The measure requires the University of Hawaii to include in its study an assessment of the:

 

     (1)  Optimal focus of a new recreational stadium;

 

     (2)  Possible sites located in or near regional growth centers in the west Oahu region;

 

     (3)  Funding and development options; and

 

     (4)  Alternative uses for the current Aloha Stadium facility and site.

 

     The University of Hawaii may consult with various entities regarding the study, as appropriate and to consider and update as necessary the findings and recommendations of the December 2005 Aloha Stadium Planning Study Final Report.  The University of Hawaii is to report findings and recommendations to the Legislature no later than twenty days prior to the convening of the regular session of 2009.  Finally, this measure appropriates an unspecified amount for the study.

 

     Your Committee received testimony in opposition to this measure from one individual.  The University of Hawaii System offered comments.

 

     Upon further consideration, your Committee has amended this measure to change the effective date to July 1, 2020 for the purpose of stimulating further discussion.  Your Committee has also made technical nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2429, H.D. 2, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 2429, H.D. 2, S.D. 2.
