     Your Committee on Education, to which was referred Governor's Message Nos. 346, 347, and 348, submitting for study and consideration the nominations of: 

 

Center for Nursing Advisory Board

AGNES E. PIGAO CADIZ,

for a term to expire 6-30-2012;

 

G.M. No. 347

JOAN ANNE CRAFT, RN,

for a term to expire 6-30-2012; and

 

G.M. No. 348

ROSE ANN M. POYZER, RN,

for a term to expire 6-30-2012,

 

begs leave to report as follows:

 

     Upon review of the information provided, your Committee finds that Agnes Pigao Cadiz holds a bachelor's degree in nursing from Seattle University and is a registered nurse, who has served twenty of the past thirty-five years of her career serving the people of Hawaii.  She is being nominated for reappointment to a second full term of membership on the Center for Nursing Advisory Board as a representative of the Hawaii Nurses' Association, professional component, term to expire on June 30, 2012.  Pursuant to section 26-34, Hawaii Revised Statutes, she will have served the combined maximum terms of service of eight consecutive years on the Center for Nursing Advisory Board as of January 9, 2012.  As such, it is not the intent of your Committee to recommend to advise and consent on this nomination beyond the term limits of January 9, 2012. 

 

     Throughout her career, Ms. Cadiz has served as the Executive Director of the Hawaii Nurses' Association, a nursing services manager II, registered professional nurse VI and IV, nursing and health services director, public health nurse, and clinic manager.  She has also been actively involved in various professional and community organizations and has been recognized and honored for her contributions and achievements over the years.

 

     Testimony in support of Ms. Cadiz was submitted by the Hawaii State Center for Nursing and four individuals.

 

     Upon review of the information provided, your Committee finds that Joan Anne Craft earned a bachelor's degree in nursing from New York University and currently serves as a staff nurse in the Neuro ICU at The Queen's Medical Center.  She is being nominated for her second term of membership on the Center for Nursing Advisory Board as a representative of labor organizations.  Ms. Craft has previously served as an assistant clinical coordinator for adult ICU and as a charge nurse in the adult ICU and the surgical unit/post-operative unit.  She has also received professional certification as a critical care registered nurse, a certified neuroscience registered nurse, and for advanced cardiac life support.

 

     Testimony in support of Ms. Craft was submitted by five individuals.

 

     Upon review of the information provided, your Committee finds that Rose Ann M. Poyzer, RN, earned a bachelor's degree in nursing from the College of St. Catherine, in St. Paul, Minnesota, and a bachelor's and master's degree in public health nursing from Catholic University in Washington, DC.  She is being nominated for reappointment to a second full term of membership on the Center for Nursing Advisory Board as a representative of the Healthcare Association of Hawaii, term to expire on June 30, 2012.  Pursuant to section 26-34, Hawaii Revised Statutes, she will have served the combined maximum terms of service of eight consecutive years on the Center for Nursing Advisory Board as of January 9, 2012.  As such, it is not the intent of your Committee to recommend to advise and consent on this nomination beyond the term limits of January 9, 2012.

     Throughout her career, Ms. Poyzer has served in numerous positions, including as the Vice President of the Home Care and Hospice Division of the Hawaii Association for Home Care, as an instructor in a nursing diploma programs, and in numerous other capacities relating to nursing and the provision of health care services.  She has been a member of various professional and community organizations and has been recognized and honored for her contributions and achievements.

 

     Testimony in support of Ms. Poyzer was submitted by the Healthcare Association of Hawaii, the Hawaii State Center for Nursing, and one individual.

 

     Your Committee questioned the nominees regarding, among other things, their understanding of the role and responsibilities as members of the Advisory Board and what they hope to accomplish during their terms of service.  The nominees demonstrated a strong understanding of the issues facing the concerns with workforce development and supply, as well as a commitment to growing and advancing the nursing profession throughout the State.

 

     As affirmed by the records of votes of the members of your Committee on Education that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
