STAND. COM. REP. NO. 3251

Honolulu, Hawaii

RE:    GOV. MSG. NO. 299

Honorable Colleen Hanabusa

President of the Senate

Twenty-Fourth State Legislature

Regular Session of 2008

State of Hawaii

Madam:

Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 299, submitting for study and consideration the nomination of:

State Board of Chiropractic Examiners

G.M. No. 299

NICHOLAS G. OPIE DC,

for a term to expire 6-30-2012,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Nicholas G. Opie, D.C. to have the necessary qualifications to be nominated to the State Board of Chiropractic Examiners for a second term.

Testimony in support of Dr. Opie's nomination was submitted by the Department of Commerce and Consumer Affairs, the National Board of Chiropractic Examiners (NBCE), the International Chiropractors Association (ICA), and six private individuals.

Dr. Opie received his Bachelor of Science in Biology from Pacific University and his Doctor of Chiropractic from the Western States Chiropractic College in Portland, Oregon.  He currently provides chiropractic services to his clients at his private practice in Kailua.  He has extensively participated as a committee member and examiner for the National Board of Chiropractic Examiners and as a delegate to the Federation of Chiropractic Licensing Board Annual Business Meetings.

Dr. Opie is a licensed chiropractor, and has been serving on the Board of Chiropractic Examiners since July 28, 2004.  He is keenly aware of the issues that confront the regulatory authority and is prepared to engage in discussion on the issues that are presented to the Board.  Dr. Opie's demonstrated commitment, motivation, education, and professional experiences will continue to greatly assist the Board of Chiropractic Examiners.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Commerce, Consumer Protection, and Affordable Housing,
