Brownfields Redevelopment InitiativeThe General Services Administration (GSA) views brownfields as underutilized federal properties that, through a partnership between GSA and the local community, can be reused to bolster local revitalization efforts. As landlord and real estate agent for the federal government, GSA understands that underutilized federal real property can serve as a catalyst for urban revitalization when reused by localities to provide jobs, contribute to the local tax base, or preserve greenspace. Redeveloping former federal property makes efficient use of existing infrastructure while providing an alternative to developing open space and contributing to urban sprawl. Environmental contamination may pose a barrier to the timely conveyance and redevelopment of some surplus federal properties. To address these brownfields, GSA works closely with environmental regulatory agencies and federal landholding agencies to ensure that necessary remediation is completed as part of the property’s transaction. In particular, GSA promotes the use of the CERCLA Early Transfer Authority. Provided that certain assurances are in place to protect human health and the environment, this authority allows opportunities for environmental remediation to occur in tandem with redevelopment. GSA signed a Memorandum of Agreement with the U.S. Environmental Protection Agency (EPA) in 2003 to promote the reuse of underutilized federal properties through the Early Transfer Authority.
