C functions for decimal-to-binary and binary-to-decimal conversions. Easily
configured to work with binary IEEE, VAX, or IBM-mainframe arithmetic. (Written
by David Gay, AT&T Bell Laboratories.).
 
Classes  :  A6b . Numeric base conversion
 
Type     : C subroutine in FP package.
Access   : Some uses prohibited. Portable.
