    The California Coastal Commission is inviting artists, designers, and photographers to enter a contest to design a new WHALE TAIL license plate. Purchases of this plate in California fund marine and coastal education and conservation programs throughout the state. The deadline for entries is 5 p.m., Thursday, January 15, 2009.
