Treaties and Conventions

Treaties and conventions place requirements on the U.S. that NRC helps to implement.

The Nuclear Non-Proliferation Treaty (NPT) exit icon: NRC's nuclear export licensing activities, our efforts to facilitate IAEA safeguards inspections at NRC-licenses facilities, and our bi-and multilateral assistance programs help satisfy U.S. obligations under the NPT.

U.S.-IAEA Safeguards Agreement (“Voluntary Offer”) exit icon: A voluntary agreement requiring eligible facilities in the United States to report material accounting data on declared nuclear material and to submit to IAEA inspections. The Agreement was designed to show other nations that submitting to IAEA safeguards will not result in an economic disadvantage. For additional information please click here. Additional Protocol to the U.S.-IAEA Safeguards Agreement (AP) exit icon: Requires strengthened IAEA reporting and access rights for eligible facilities. This treaty is designed to augment and strengthen the current safeguards agreement between the U.S and the IAEA. For additional information please click here.

The Convention on Early Notification of a Nuclear Accident and the Convention on Assistance in the Case of Nuclear Accident or Radiological Emergency: NRC is obliged to report significant accidents to the IAEA and affected countries via the U.S. Department of State. NRC helps the Department of State respond to requests for assistance in the event of foreign nuclear accidents or emergencies.

The Convention on the Physical Protection of Nuclear Material: NRC requires licensees to protect nuclear material during international transport.

The Convention on Nuclear Safety (CNS): NRC prepares a U.S. National Report every three years and names experienced technical managers to participate in peer review discussions.
