Office of AdministrationDirector: Timothy Hagan Provides centralized services in the areas of contracts, facilities and security, property management and administrative services including rulemaking and agency directives support, transportation, parking, translations, audiovisual, food services, mail distribution, labor services, furniture and supplies. Directorate for Space Planning and ConsolidationAssociate Director: Mark Lombard Responsible for implementing, coordinating, and
overseeing the agency strategic space Space Design BranchChief: James Heck Establishes and implements policies, standards, and procedures for NRC-wide space planning, design, construction and utilization, including direct support to Regional offices. Property and Labor Services BranchChief: (Vacant) Develops and administers the agencys property management program, including records and inventory, and redistribution and disposal. Ensures compliance with Federal property management policies and regulations. Conducts periodic inventories of NRC property and property exceeding established purchase thresholds. Manages the NRC Warehouse operations. Space Acquisition and Consolidation BranchChief: Dennis Tarner Provides overall direction and project management for space acquisition for deconsolidation and consolidation activities. Provides direct support to Regional offices on space acquisition matters, as requested. Coordinates NRC interaction with GSA, other Federal and State agencies and local governments concerning real estate property and consolidation activities. Division of Administrative Services Director: Marva Gary Provides advice and assistance regarding NRC regulations and procedures for filing petitions for rulemaking; reviews draft and final rules, and policy statements; prepares the Regulatory Agenda; prepares the Rulemaking Activity Plan; administers NRC's Management Directives System; provides technical editing and writing support; provides centralized employee services in the areas of supply management, parking, transit subsidies, event support, and audiovisual/ graphic services. Directs and implements transportation activities for headquarters operations and provides guidance to regional offices regarding transportation policies and regulations. Manages and provides agency wide printing, publishing, reproduction, mail and distribution services. Rulemaking, Directives and Editing BranchChief: Michael Lesar Develops, recommends, and administers policies and procedures for review and publication of all NRC regulations. Ensures that NRC regulations comply with the Regulatory Flexibility Act, the Presidential Memorandum dated June 1, 1998, "Plain Language in Government Writing," and publication requirements of the Federal Register Act. Writes and assists the technical staff in writing NRC regulations and Federal Register Documents. Develops and maintains internal support services for agency staff that develop rules. Manages the NRC program for petitions for rulemaking (PRMs), including drafting notices of receipt and reviewing notices to grant or deny PRMs. Publishes the NRC Regulatory Agenda and the NRC Regulations Handbook. Prepares the Rulemaking Activity Plan. Develops, recommends, and administers policies and procedures for the NRC Management Directives and Announcements Program. Provides technical editing and publishing support services for a wide variety of agency publications and manages the agency announcements program. Administrative Services CenterChief: Althemese Bailey Provides a variety of administrative services. Establishes policies, standards, procedures, and guidelines for and administers the transportation and transit subsidy program, including fleet management, parking management and provision of executive driver services; plans and conducts special events; provides administrative support services to the Commission; provides audiovisual, photography and graphics support services; safety apparel and dosimetry badges; conference room and video teleconferencing scheduling; and supply operations. Manages the provision of commercial clerical support and translations services to the agency. Printing and Mail Services BranchChief: Gary Lauffer Manages and provides agencywide printing procurement; in-house duplicating services; mail, document distribution, and messenger services; bulk subscriptions; publications inventory; satellite copier acquisition and maintenance. Serves as the Central Printing and Publications Management Organization and represents NRC with the U.S. Government Printing Office.
Division of ContractsDirector:
Phyllis Bower (Acting) Develops and implements agency-wide contracting policies and procedures; directs and coordinates contracting, simplified acquisition, grant and financial assistance activities for NRC, including contractor/grantee selection, negotiation, administration, and closeout; provides advice and assistance to NRC program officials relative to procurement regulations, requirements and methods of meeting program objectives consistent with such requirements. Provides oversight for regional procurement activities. Develops and administers overall agency guidance for contracting activities with the U.S. Department of Energy (DOE) laboratories and other agencies. Provides oversight to ensure that appropriate procedures are followed in placing and monitoring DOE laboratory agreements and agreements with other agencies. Oversees acquisition training and certification and acquisition career development programs. Oversees the NRC Purchase Card Program. Develops policy and procedures and oversees Agency practices to assure compliance with the Office of Management and Budget Circular A-76 and the FAIR Act. Contract Management Branch 1Chief: Jeffrey McDermott Performs negotiation, administration, and closeout of contracts, grants, cooperative agreements and interagency actions primarily in support of agency management and administrative services activities necessary to ensure that goods and services contracted for are delivered on time and in accordance with agreed-upon costs. Responsibilities also include conducting simplified acquisition process for purchase of supplies, equipment, and services in support of agency needs. Client Offices: ADM, ACRS, OCAA, OCA, OGC, OCM, OEDO, OE, OI, OIP, OPA, SECY Contract Management Branch 2Chief: Stephen Pool Performs negotiation, administration, and closeout of contracts, grants, cooperative agreements and interagency actions primarily in support of nuclear security, confirmatory research, and financial activities necessary to ensure that goods and services contracted for are delivered on time and in accordance with agreed-upon costs. Responsibilities also include conducting simplified acquisition process for purchase of supplies, equipment, and services in support of agency needs. Client Offices: NSIR, RES, OIG, OCFO, SBCR Contract Management Branch 3Chief: Eleni Jernell Performs negotiation, administration, and closeout of contracts, grants, cooperative agreements and interagency actions primarily in support of agency information technology and nuclear materials safety and safeguards activities necessary to ensure that goods and services contracted for are delivered on time and in accordance with agreed-upon costs. Responsibilities also include conducting simplified acquisition process for purchase of supplies, equipment, and services in support of agency needs. Client Offices: OIS, NMSS, FSME, ASLBP Contract Management Branch 4Chief: Donald King Performs negotiation, administration, and closeout of contracts, grants, cooperative agreements and interagency actions primarily in support of new reactors licensing activities, agency reactor technical assistance, human resources, and other Regional Office activities, to ensure that goods and services contracted for are delivered on time and in accordance with agreed-upon costs. Responsibilities also include conducting simplified acquisition process for purchase of supplies, equipment, and services in support of agency needs. Client Offices: NRR, HR, Regional Offices
Division of Facilities and Security
Director: Robert Webber (Acting) Establishes policy and plans and directs the agency's building management and facilities and personnel security programs. Provides overall direction and project management for operation and maintenance of NRC Headquarters buildings, and provides direct support to regional offices on facility-related matters, as requested. Provides senior level advice for Agency emergency occupancy planning activities, including coordination of, and assisting in, implementation of facility occupant emergency plans and identification of strategies to protect personnel and facilities in esponse to changing threat levels or actual incidents. Coordinates NRC interaction with GSA, other Federal and State agencies and local governments concerning building management and security programs. Included are responsibilities for (1) physically protecting NRC facilities; (2) ensuring the safeguarding of classified and sensitive unclassified information at NRC and NRC contractor facilities; (3) managing the personnel security program; and (4) administering NRC's drug testing program. Facilities BranchChief: Bahman Rowhani Provides and coordinates support services for NRC headquarters buildings including building operations, maintenance and custodial services. Operates, manages, and administers NRC Headquarters buildings under the terms established by the GSA delegation program. Personnel Security BranchChief: Sandra Schoenmann Administers the NRC security program for personnel security. Manages the personnel security program (including building access, IT access, access to safeguards information, and security clearances). Administers NRC's drug testing program. Facilities Security BranchChief: Andrew Pretzello Administers the NRC security program for physical security. Responsible for physically protecting NRC facilities; ensuring the safeguarding of classified and sensitive unclassified information at NRC and NRC contractor facilities; coordination with other law enforcement agencies on related matters; and implementing the reactor licensee criminal history program. |
