Overview
Through the Alliance, OSHA and PMA are working together to provide the organization's members and
others with information, guidance, and access to training resources that will help them protect
employees' health and safety in the metalforming industry. In addition, OSHA and PMA are focused on
sharing information to reduce and prevent exposure to ergonomic hazards and address press safety
issues such as machine guarding and lockout/tagout to prevent amputations and other injuries in the
workplace.

In addition to these formal meetings, the OOSA and PMA staff maintained
regular contact throughout the reporting period to monitor the Alliance's progress and results.
III. Results
- Events and Products
Training and Education Goal
- Work with OSHA to provide expertise to develop training and education programs for the
metalforming industry regarding press safety issues such as machine guarding and lockout/tagout and
to provide expertise in communicating such information to employers and employees in the industry.
The OSHA and PMA Alliance Implementation Team did not start any work on programs or projects to
address this goal during the current reporting period.
Outreach and Communication Goals
- Work with OSHA to provide expertise in developing information on the recognition and prevention of
workplace hazards, and to provide expertise in developing ways of communicating such information
(e.g., print and electronic media, electronic assistance tools for effective press guarding and
OSHA's and PMA's Web sites) to employers and employees in the industry.
Products
OSHA and PMA Alliance Web Page
OSHA continues to update the OSHA and PMA Alliance Web page on the Agency's Web site. The page
includes links to the Alliance agreement and related documents, activities and events, and the
Alliance-developed Ergonomics Checklist. In addition, the Web page links to Alliance related
articles PMA published in its newsletters and magazine that are posted on PMA's Web site. For more
information on the number of visits to the OSHA and PMA Alliance Web page, please see the Alliance
Program Reach Table.
PMA/OSHA Alliance Web page
PMA continues to improve and update a PMA/OSHA Alliance Web page it created on the organization's
Web site. The Web page is updated regularly and includes links to the OSHA and PMA Alliance Web page
on the Agency's Web site, news releases, related documents, activities and events and other OSHA
safety and health resources such as:
- OSHA's Making the Business Case for Safety and Health, Safety and Health Topics page
- OSHA's Tool for Building Drug-Free Workplace Policies and Programs
In addition, products developed through the OSHA and PMA Alliance are posted on the page including:
- PMA Ergonomics Checklist
- PMA Mechanical Power Press Checklist
OSHA Machine Guarding eTool
The following members of the OSHA and PMA implementation team continue to serve on the editorial
board of OSHA's Machine Guarding eTool.

OSHA's Draft Powered Industrial Truck eTool
OSHA is developing a new electronic assistance tool, the Powered Industrial Truck eTool. OSHA has
assembled a development team consisting of a number of Alliance Program participants. PMA member
Richard Sbroglia is serving on the eTool's development team.
PMA Safety First Video
OSHA continued to provide feedback to PMA on its "Safety First" video which provides an overview of
safety and health issues in the metalforming industry for new employees.
PMA Safety Posters
Through the Alliance, in order to raise awareness among metalforming industry employers and
employees about workplace hazards and how to prevent them, PMA is developing the following four
safety posters:
- Prevent Back Injuries
- Avoid Slips, Trips, and Falls
- Dress for Safety
- Protect Yourself from Injury
OSHA reviewed and provided feedback to PMA on the draft products. When completed, the posters will
be posted on the PMA/OSHA Alliance Web page on the association's Web site. In addition, PMA plans to
print copies of the posters and distribute them to PMA's association members.
PMA Mechanical Power Press Checklist and PMA Ergonomics Checklist
In order to assist metalforming industry employers and employees identify and correct safety hazards
in the workplace, PMA has developed two safety checklists, through the Alliance that are based on
the "PMA's Safety Guidelines Checklist:"
- PMA Ergonomics Checklist
- PMA Mechanical Power Press Checklist
OSHA reviewed and provided feedback on the documents. PMA incorporated the Agency's feedback in the
checklists. The checklists are posted on the PMA/OSHA Alliance Web page on the association's Web
site and linked to from the OSHA and PMA Alliance Web page and Alliance Program Participants
Developed Products Web page on the Agency's Web site.
Print and Electronic Media
Articles on the OSHA and PMA Alliance appeared in online and print publications such as:
Yahoo News.com; PR Newswire.com; PMA's magazine,
MetalForming; and the association's e-newsletter,
MetalForming Xtra. For more information on the print and electronic media,
please see the Alliance Program Reach table in Section C of this report.
In addition, PMA published, "PMA and OSHA Develop New Ergonomics Checklist," in the September 2007
edition of its Update newsletter. The article featured information the ergonomics checklist
developed through the OSHA and PMA Alliance. Further, the article "Ergonomic in the Pressroom" was
based on the seminar presented by OSHA staff in Knoxville, Tennessee and appeared in the September
2007 edition of its MetalForming magazine.
- Speak, exhibit, or appear at OSHA's or PMA's conferences, local meetings or other events such as
PMA's Annual Meeting and METALFORM conferences.
Events
PMA Regional Metalform Tradeshow, March 25-28, 2007, Chicago, Illinois
During the PMA Regional Metalform Tradeshow, March 25-28, 2007 in Chicago, Illinois, John Newquist,
Assistant Regional Administrator for Cooperative and State Programs, Region V, Chicago, Illinois
Regional Office, USDOL-OSHA, participated in the roundtable "Enhancing Workplace Safety through
OSHA Voluntary Protection Programs."
In addition, PMA representatives also talked to the attendees about the OSHA and PMA Alliance and
the Agency's compliance assistance resources and distributed OSHA's Alliance Program brochure, the
OSHA and PMA Alliance Activities Summary, and the OSHA Alliance Program and Consultation Program
Fact Sheets to the visitors to the PMA exhibit booth.
- Share information among OSHA personnel and industry safety and health professionals regarding
issues such as ergonomic hazards and press safety issues and publicize results through outreach by
PMA and through OSHA- or PMA-developed materials, training programs, workshops, seminars, and
lectures (or any other applicable forum).
Event
PMA Power Press Safety Seminar, March 15, 2007, Knoxville, Tennessee
Through the OSHA and PMA Alliance, Susan Porter, OSHA Region IV, Industrial Hygienist, Frankfort,
Tennessee Area Office, USDOL-OSHA presented "Ergonomics in the Pressroom," to 30 attendees during
the association's Power Press Safety Seminar on March 15, 2007 in Knoxville, Tennessee. The
presentation covered a number of topics including:
- Machine Guarding eTool
- Background to Ergonomics
- Status of OSHA Enforcement
- Essentials of an Ergonomics Programs
- Risk Factors for Ergonomics
- Control Measures
Susan Porter used the presentation "Ergonomics in the Pressroom," that Mary Bauer, OSHA Region V,
CAS, Eau Claire, Wisconsin Area Office and Dana Root, Region V, Ergonomist, USDOL-OSHA developed
specifically for the metalforming industry. The presentation and its handout materials (Hazard Zone
Jobs Checklist, Ergonomics Risk Factors Checklist, and Sprains and Strains Prevention Fact Sheet)
are posted on the PMA/OSHA Alliance Web page on the association's Web site and are linked to from
the OSHA and PMA Alliance Web page on the OSHA Web site.
- Promote and encourage PMA members' or worksites' participation in OSHA's cooperative programs such
as compliance assistance, the Voluntary Protection Programs, and the Consultation Program and its
Safety and Health Achievement Recognition Program (SHARP).
Article
The October 2007 edition of PMA's magazine, MetalForming included the article, "PMA-OSHA Alliance
Making a Difference" written by OSHA's Assistant Secretary Edwin G. Foulke, Jr. In the article, Mr.
Foulke discussed the OSHA and PMA Alliance and its focus on addressing ergonomic hazards and
press-safety issues along with the costs associated with occupational injuries and illnesses. The
article also included information on OSHA's compliance assistance resources such as the Agency's
Office of Small Business Assistance (OSBA), On-site Consultation Program and its Safety and Health
Topics page, Making the Business Case for Safety and Health.
- Work with other Alliance participants on specific issues and projects related to metalforming
industry safety and health, such as ergonomic hazards and press safety issues that are addressed and
developed through the Alliance Program.
2007 North American Occupational Safety and Health (NAOSH) Week May 6-12, 2007
PMA, and a number of other Alliance Program participants, supported 2007 NAOSH Week, May 6-12, 2007.
Sponsored annually by the American Society of Safety Engineers (ASSE), an Alliance Program
participant, and the Canadian Society of Safety Engineering, NAOSH Week focuses on the importance of
preventing injuries and illnesses in the workplace. To promote the Week, PMA distributed 550 NAOSH
Week posters to its members with a letter from Bill Gaskin, PMA president. In addition, PMA promoted
2007 NAOSH Week in the April 2007 edition of PMA's magazine, MetalForming magazine, and in the March
and April editions of the association's Update newsletter.
Promoting the National Dialogue on Workplace Safety and Health Goals
- Convene or participate in forums, roundtable discussions, or stakeholder meetings on metalforming
industry issues, such as ergonomic hazards and press safety issues, to help forge innovative
solutions in the workplace or to provide input on safety and health issues.
The OSHA and PMA Alliance Implementation Team has not started work on programs or projects to
address this goal.
- Executive Summary
OSHA and the PMA have worked together through the Alliance Program during the past year to further
enhance and share information to reduce and prevent exposure to ergonomic hazards and address press
safety issues such as machine guarding and lockout/tagout to prevent amputations and other injuries
in the workplace.
Through the OSHA and PMA Alliance Web page on the OSHA Web site, business owners in the metalforming
industry and individuals have access to links to many resources, including PMA's Ergonomics
Checklist and the PMA/OSHA Alliance Web page. The page also includes links to PMA published articles
including:
- "PMA and OSHA Develop New Ergonomics Checklist"
- "PMA-OSHA Alliance Making a Difference"
- "Ergonomics in the Pressroom"
On the PMA/OSHA Alliance Web page the PMA has updated the page with numerous links to OSHA's safety
and health resources, OSHA and PMA Alliance developed products and DOL-developed articles including:
- Making the Business Case for Safety and Health, Safety and Health Topics Page
- "Metalworking Fluids in Small Business: A Health and Safety "QUICKSTART" Guide" an Alliance

OSHA and PMA have also participated together at a number of events such as the PMA's Regional
Metalform Tradeshow in March 2007 in Chicago, Illinois and the PMA's Power Press Safety Seminar in
March 2007 in Knoxville, Tennessee. In addition, PMA helped support NAOSH Week through distributing
posters to its members and printing articles in the association's publications.
Further, through the Alliance, the PMA completed two checklists:
- PMA Ergonomics Checklist
- PMA Mechanical Power Press Checklist
In addition, OSHA reviewed and provided feedback on the Alliance-developed safety posters:
- Avoid Slips, Trips, and Falls
- Dress for Safety
- Protect Yourself from Injury
- Reduce the Risk of Back Injuries
OSHA also provided comments on the PMA Safety First Video and PMA intends to re-shoot the video in
2008 based on the feedback.
In addition, the PMA implementation team members will continue to share their expertise with OSHA by
serving on the editorial board for OSHA's Machine Guarding eTool and providing OSHA with information
during the Agency's development of the Powered Industrial Truck eTool.
Finally, based on the successes of the Alliance in its first two years, OSHA and PMA have agreed to
renew the Alliance agreement in November 2007.

IV. Upcoming Milestones
On November 29, 2007 OSHA and PMA will sign an Alliance renewal agreement. In addition, the OSHA and
PMA Alliance implementation team will continue to advance its excellent working relationship by
collaborating on projects and activities to achieve the goals of the Alliance. For example, OSHA and
PMA will update the Agency's OSHA and PMA Alliance Web page and the association's PMA/OSHA Alliance
Web page with safety and health resources. In addition, OSHA speakers will present workshops,
"Enhancing Workplace Safety through OSHA's Cooperative Programs," and the "Ergonomics in the
Pressroom," during the PMA's Metalform Tradeshow, April 1-3, 2008 in Birmingham, Alabama. The PMA
has also invited the Alliance Program to exhibit during the Tradeshow.
Through the Alliance, OSHA will continue to review and provide feedback on PMA-developed safety and
health resources including:
- Safety Guidelines Checklist
The PMA will print and distribute the Alliance-developed posters:
- Avoid Slips, Trips and Falls
- Protect Yourself from Injury
- Dress for Safety
- Reduce the Risk of Back Injuries
In addition, the PMA will re-shoot the Safety First Video addressing feedback
OSHA provided in 2007.
Further, PMA will again join with other Alliance Program participants to support 2008 NAOSH Week
which will be held May 4-10, 2008.
PMA representatives will also continue to serve as members of the editorial board for the Machine
Guarding eTool and will provide feedback as appropriate. Finally, PMA representative, Richard
Sbroglia will continue working with OSHA and other Alliance Program participants to provide
information and expertise during the Agency's development of its Powered Industrial Truck eTool.
