NOTICE TO LESSEES AND OPERATORS OF
FEDERAL OIL AND GAS LEASES
IN THE PACIFIC OUTER CONTINENTAL SHELF REGION
Submission of Digitized Well Log Data on
Magnetic Tape
This NTL supersedes NTL 88-09.
The operating regulations provide in 30 CFR 250.416(c) that
"Upon request by Regional or District Supervisor, the lessee shall furnish the
following: (1) copies of the records of any of the well operations specified in paragraph
(a) of this section; . . ." Paragraph (f) of 30 CFR 250.416 provides further that
" . . . lessee shall submit any other reports and records of operations . . . in the
manner and form prescribed by the Regional or District Supervisor."
Lessees (you) must provide to the appropriate District
Supervisor, Camarillo or Santa Maria, Pacific OCS Region, a single digital copy of the
final measured-depth composited logs obtained in the well (both wireline and
logging-while-drilling) for the purpose of formation evaluation (i.e., determination of
lithology, porosity, fluid type, saturation, producibility, and permeability). You must
submit the data, within 30 days of completion of drilling and at no cost to the
Government. These include at a minimum the following logging-tool types:
Open-hole - resistivity (induction and electrode devices),
gamma ray (both natural and spectral), SP, dielectric, nuclear porosity, acoustic, NMR,
borehole imaging, borehole gravity, dipmeter, mudlog, wireline formation testers.
Cased-hole - acoustic, density, gamma ray, neutron porosity
and pulsed neutron, e.g., thermal decay, thermal capture, and inelastic (Carbon/Oxygen),
devices.
You must submit digital well-log data for all wells in LAS
(version 2.0 or greater) or RP66 (DLIS) (version 2.0 or greater) formats in
depth-composited archival or library formats that at a minimum include all
"optical" curves provided on the paper log presentations.
You should submit digital data in both measured depth (MD)
and true vertical depth (TVD), and include, at a minimum, the following information:
Full header information (well name, location, API number).
Information for each and all tool runs (including borehole
fluid, i.e., mud, and casing information, depth interval, mud and filtrate resistivity and
temperatures, bottom-hole or maximum recorded temperature).
Logging tool parameters (matrix values), position of logging
tool (i.e., centered or eccentered).
Logging engineer's comments.
Maintain tool-specific and service provider-specific curve
and parameter mnemonics (names and abbreviations) as originally acquired. Provide separate
digital files from each service provider.
We will accept either PC formatted 3 ½ inch diskettes,
CD-ROM's, or tapes. Tapes are to be in either DAT (4 mm), 8 mm, or DLT format.
Paperwork Reduction Act of 1995 Statement: The
collection of information referred to in this notice provides clarification, description,
or interpretation of requirements in 30 CFR 250, subpart D. The Office of Management and
Budget (OMB) approved the information collection requirement in these regulations and
assigned OMB control number 1010-0053. This notice does not impose additional information
collection requirements subject of the Paperwork Reduction Act of 1995.
