NTL No. 2004-P02                                         Effective Date:  June 1, 2004

NOTICE TO LESSEES AND OPERATORS
OF FEDERAL OIL AND GAS LEASES
IN THE PACIFIC OUTER CONTINENTAL SHELF REGION

Bottomhole Pressure Surveys

This Notice to Lessees and Operators serves to remind you of the responsibility you have to conduct annual bottomhole pressure surveys for the reservoirs that you manage in the Pacific OCS Region. The regulation that governs this requirement is found at 30 CFR 250.1104.

Bottomhole pressure surveys are required on an annual basis for producing reservoirs with three or more producing completions.  Survey results are due to the MMS within 60 days after the date of the survey.  We require the use of Form MMS-140, Bottomhole Pressure Survey Report, for these submittals.  The form is attached here for reference, and is available for downloading on the www.mms.gov website.

This data is vital in determining the condition of the reservoir; your role in monitoring the bottomhole pressure is critical. Thank you for your cooperation.

You may contact us to discuss any aspect of these surveys or this NTL.  To do so, please call Mr. Armen Voskanian at (805) 389-7727, or send email to armen.voskanian@mms.gov.

Submittals should be mailed to:

     Minerals Management Service
     Pacific OCS Region
Office of Reservoir Evaluation and Production
     Attention: Mr. Armen Voskanian
     770 Paseo Camarillo
     Camarillo, California 93010

You may fax information to us at (805) 389-7737, or send e-mail to us at REP@mms.gov.

Paperwork Reduction Act of 1995 Statement:  The collection of information referred to in this notice provides clarification, description, or interpretation of requirements in 30 CFR 250.1200-1205, Subpart L.  The Office of Management and Budget (OMB) approved the information collection requirement in these regulations and assigned OMB control number 1010-0051.  This notice does not impose additional information collection requirements subject of the Paperwork Reduction act of 1995.
