CONCORD, N.H. -- Reduced hazards and enhanced worker safety during the rebuilding of the Granite Street Bridge in Manchester, N.H., are the goals of a new safety and health partnership signed by the U.S. Labor Department's Occupational Safety and Health Administration (OSHA), E.D. Swett Inc. and the New Hampshire Department of Environmental Services' Consultation Program. OSHA's Strategic Partnerships for Worker Safety and Health are part of U.S. Labor Secretary Elaine L. Chao's ongoing efforts to improve the health and safety of workers through cooperative relationships with groups including trade associations, labor organizations and employers. E.D. Swett, general contractor for the project, is requesting all specialty and trade contractors on the project join the partnership when they start work at the site. The project will include 10 specialty contractors employing about 25 trade employees. "Working together to address hazards will help eliminate worker injuries and achieve a common goal of having workers go home safely at the end of each workday," said Rosemarie Ohar, OSHA's area director for New Hampshire. Key elements of the partnership include a comprehensive worksite safety and health program equal to OSHA's safety and health program guidelines and employee training. Additionally, E.D. Swett supervisors, and at least one supervisor from each contractor, will receive training equivalent to OSHA's 10-hour construction safety course to help them recognize and correct workplace hazards. Comprehensive fall protection will be required for work activities above six feet. Specific project goals include a five percent annual reduction of injuries, illnesses and fatalities with an emphasis on fall, trenching, electrical, struck-by and caught in-between hazards; decreased worker compensation costs; and shared knowledge of best practices. Signing the partnership were Ohar; Stephen Cole, president, E.D. Swett, Inc.; and Stephen Breyer, consultation project manager, N.H. Department of Environmental Services. Since the inception of OSHA's Strategic Partnership Program in 1998, more than 388 partnerships have been formed, impacting over 13,000 employers and 573,000 employees across the United States.
