National Park Service (NPS) - Padre Island National Park

Overview: In response to the highest injury rate in the Department of Interior, the Park Service has partnered with OSHA to improve safety and health management systems and reduce illness and injury rates. Specific goals/objectives of this partnership were to: improve the safety and health management systems at NPS Partnership sites; reduce the injury, illness and lost time case rates at NPS; create and maintain positive relationships and effective communications between the parks and the local OSHA Area Offices; build models of excellent safety and health management systems and identify best practices to foster improvements in worker safety and health at other parks not covered by the agreement; attain a stronger commitment to, and awareness of, workplace safety and health by NPS management and employees; improve relationship between NPS and OSHA at the national and local levels; and, qualify parks to participate in OSHA's Voluntary Protection Programs (VPP). Results: In 2003, this park's DART rate was decreased by 63% because of dramatic improvements in safety and health performance. Because of this Partnership, all employees receive safety training and are strongly encouraged to participate in safety related activities. Additionally, the Partnership has implemented root cause analyses of all recordable injuries, which has allowed for identification and correction of at-risk conditions and behaviors.

Overview: The Associated General Contractors of America and OSHA partnered to improve safety and health at construction sites. Goals include annual reductions of 3% in injuries, illnesses, and fatalities, implementation of effective safety and health programs at partner sites and the provision of training to management, supervisors and employees.

Results:  Partners conducted a total of 575 inspections and eliminated hazards from their job sites, including: Fall Protection Violations, 167; Electrical Hazards, 176; Caught Between, 31; and Struck-by, 27. Approximately 12,000 employees were affected by eliminating these hazards. This Partnership has allowed AGC staff and AGC member companies to improve communication with OSHA through participating in safety and health committee meetings.

Overview: The Associated General Contractors of America and OSHA partnered to improve safety and health at construction sites. Results:  The current rates for DART and TRC in the evaluation year 2002-03 are lower by 90% and 60%, respectively, for the general contractor compared to their previous experience. Eighty-four percent of management received the OSHA 10–hour course or equivalent. The general contractor conducted 9 training sessions affecting 311 employees on various subjects including: equipment operation (backhoe, forklift, bobcat, boom lift, scissor lift); fall protection, scaffolds and excavation.

Overview: The Occupational Safety and Health Administration (OSHA) agrees to a partnership with the Black Contractors Association to enhance workplace safety and health through the strategy of implementing fully written safety and health programs. The overall goal will be to reduce serious injuries and illnesses by a minimum of one percent per year and to reduce the occurrence of the four major hazards in the categories of falls, electrocutions, struck-by and caught-between by a minimum of ten percent per year. Measurements will be obtained from OSHA 300 logs and self inspections. Employers who are willing to accept this program will receive OSHA assistance and annual on-site enforcement inspections (in accordance with approved protocols) in lieu of programmed inspections.

Results:  The efforts of this partnership are affecting 21 employers in and around Baton Rouge and Shreveport. Several training opportunities were provided, including construction-specific OSHA 10-hour training, recordkeeping, safety and health management system development, and forklift safety. Partners also received technical assistance with regard to fall protection and recordkeeping. 828 self-inspections were conducted, identifying and correcting 2,338 hazards.

Overview: SCA members are involved in the building, repair and cleaning of all types of vessels in and around the Houston area. This Partnerships' focus will include providing training in a cooperative effort to reduce/eliminate amputations, falls, electrical hazards, confined space hazards, and lead and silica overexposures.

Results: The facilities involved in this Partnership are doing regular safety inspections and have identified many hazards and implemented immediate corrections. In the 2003 evaluation period, the 2002 LWDI rate was 4.91, well below the national average of 14.8.

Overview: The Associated General Contractors of America and OSHA partnered to improve safety and health at construction sites. Results:  During the first year of this Partnership, 43 employees completed the OSHA 10-hour construction-training course and received completion cards from the OSHA Training Institute. These trained employees then conducted 602 inspections of the various job sites. During the inspections these trained employees found and abated 458 hazards and violations of OSHA regulations. Employees have taken ownership of the safety program. As of the 2003 review, participating partners carried out 1,183 self-inspections and identified and corrected 1,378 hazards.

One Partnering company is serving as an OSHA Challenge administrator, and several are actively pursuing VPP through the VPP Mobile Workforce Demonstration for Construction.

Results: The three firms in the partnership (Page & Associates, Missouri Valley, Inc., and The Ritter Company) each finished 2005 with TCIR and DART rates of zero, well below the 2004 BLS industry averages of 6.1 and 3.0, respectively.



Mid-America Moore Norman Technology Center Nursing Home Partnership

Overview: The Partnership's initial focus will be to establish effective training and education programs directed toward reducing musculoskeletal injuries/disorders. Its broader goal is the development and implementation of effective safety and health management systems in nursing homes.

Results: Partner conducted three work-site hazard assessments as in 2003. As a result of those assessments, 96 hazards were identified, and as of the latest review, 90 have been abated. Open items reflect program development issues, scheduled training or installation of engineering controls. Facilities will focus on the completion of routine inspection procedures and abatement tracking and verification procedure based on this experience.



Producers Rice Mill Partnership

Overview: Participating sites are using OSHA's 1989 Safety and Health Management System guidelines to develop effective systems within their facilities. The sites anticipate that effective use of these systems will help to eliminate hazards and reduce illnesses and injuries.

Results: For the year ending December 31, 2005, 4 self-inspections identified and abated 15 hazards. Additionally, the DART rate decreased 20%, from 3.0 in 2003 to 2.4 in 2005.

Overview: Management, labor and OSHA will work together to strengthen the existing safety and health management system, reduce illness and injury rates by 10% each year, and identify the primary causal factors leading to those injuries and illnesses.

Results: From May 1, 2004 to June 9, 2005 the Partner improved its safety and health management system by implementing an on-line hazard reporting system. This system allows employees to report safety hazards online and track them to resolution. Within this Partnership, the union and administration have formed a close working relationship, with the union having representation in all areas of the safety program, from serving on accident investigation teams to participating on inspection teams. The employer has seen a reduction in costs and the number of lost man hours. The Partnership continues its comprehensive training program with OSHA by providing training in recordkeeping, accident investigation, OSHA updates and Industrial hygiene assistance.

Overview: Associated Builders and Contractors, Inc., (ABC) and the Occupational Safety and Health Administration (OSHA) have entered into this partnership to provide a safe and healthful work environment in the construction Industry. Implementation of this agreement is expected to result in decreased injuries, illnesses, and fatalities for participant contractors with a resultant decrease in worker compensation costs. ABC member construction companies will use the Safety Training and Evaluation Process, or "STEP" program in evaluating their safety and health program performance and their safety and health training programs. The primary goals are to: reduce by 3% annually the number of injuries, illnesses, and fatalities affecting participant employers, with an emphasis on reducing injuries and fatalities resulting from falls, struck-by and caught-in mishaps, and electrocution (focused four construction hazards); increase the number of construction companies that implement effective safety programs; decrease worker compensation costs and OSHA penalties for contractor participants; and, allow OSHA to focus resources on companies that require attention from OSHA, rather than companies that have demonstrated existence of effective safety programs.

Results: In 2005, this Partnership continued to maintain injury and illness rates that are less than half the industry average. Additionally, one Partner, REPCON, is an OSHA Challenge graduate and is actively pursuing VPP participation.

Results: All partners are extremely involved in this Partnership, as evidenced by the 28 trainings conducted during 2005. Highlights of these trainings include three Spanish-language training sessions and OSHA 10- and 30-hour courses. Additionally, the partners performed over 1,500 inspections during the evaluation period and discovered over 1,600 hazards in four key areas (fall protection, electrical, caught-between, and struck-by).

Overview: The common goal of this Partnership is to provide a safe and healthful workplace for all employees engaged in asphalt pavement construction activities in Arkansas, and to help reduce injuries and illnesses within the industry through increased training and implementation and monitoring of enhanced safety and health training programs.

The Partnership goals are for the participants to continue to reduce injury and illness rates, improve the safety and health culture of the establishment, and obtain and present training for member partners and the association as a whole.

Overview: Austin and OSHA will work in Partnership to accomplish the following goals: reduce employee injuries and illnesses; develop a safety and health management system that addresses hazards; establish communication between OSHA and Austin Industrial Services to share best practices, Partnership impact measures, and technical information; and analyze industry and site trends.

Results: Austin is an approved CMEF training facility, and the Structure training program was recognized as a VPP best practice, with 30-minute training sessions being conducted at each site. In 2004, the partnership conducted training for 350 employees and 112 managers, and also performed self-inspections which abated 885 hazards. Incident reduction programs are in effect, with concentration being placed on reducing the number of hand injuries and heat-related illnesses.

The partnership objectives are to focus resources on the construction industry, a targeted high hazard industry; to encourage employers to develop and implement comprehensive and verifiable safety and health programs as the most effective approach to accident prevention and worker safety; to maximize Federal inspection resources by promoting more active employer and employee participation and responsibility for safety and health management; and to promote hazard awareness of industry hazards through employee training sessions. Specific goals are: to reduce the total number of recordable cases incidence rate and the total number of recordable cases (injuries and illnesses) that involved days away from work, days of restricted work activity or job transfer (DART) incidence rate for Galleria Parking Garage Project by 2% per year.; and to reduce the risk of fatalities as a result of reducing exposures to the four leading causes of fatalities in construction (falls, struck by, caught-in/between and electrical related hazards).

Results: During 2005, the partnership's TCIR was 5.5, 10% below the BLS industry average of 6.1 and 28% below the 2003 baseline of 7.69. 51 self-inspections were performed, and 39 hazards were identified and abated.

Overview: The goal of this partnership is to develop a contractor/government relationship that will assist James Construction Group and the subcontractors of the I-10/Picardy Interchange Project in the reduction and/or elimination of hazards in the Construction industry during this project. The partners recognize the importance and value of exerting leadership by bringing their respective skills to bear in a cooperative, focused, voluntary effort to ensure a safe and healthful environment for all personnel involved in this project. The partners expect to: reduce or eliminate the four hazards (falls, electrical, caught in/between and struck-by hazards), which account for the majority of fatalities and injuries in this industry; minimize and/or eliminate the hazards associated with highway work zones; prevent serious accidents during the estimated 24 months of this project through implementation of enhanced safety and health programs and increased employee training,; and, include safety training in an employee's primary language for those employees working in hazardous situations. Specifically, the I-10/Picardy Interchange Project will attempt to achieve an injury and illness incident rate for the Project that is 5% less than the companies' overall rate for the previous year.

Results: This partnership has brought the general contractor and subcontractors together to support the goal of increased safety and health at this worksite. Through monthly meetings, the general contractor has successfully coordinated safety and health efforts, specifically involving PPE usage. Additionally, 20 self-inspections have been performed that abated 107 hazards.

Overview: his Texas wide partnership between AGC and OSHA provides a mechanism develop a working relationship between OSHA and AGC to advance safety and health in the construction industry. General Contractor and Associate Contractor companies that partner under this agreement will have demonstrated a commitment to providing a safe working environment demonstrated through a lost workday/illness rate 15% below the BLS average for their SIC. In addition to injury rates, the partnership will be measured through the use of self inspections and the hazards corrected relating to falls, struck-by, caught-in-between, and electrical hazards. Participating companies include Manhattan Construction, Turner Construction, Terry Ray Construction, Peterson-Beckner, Linbeck, Spaw Glass, Gilbane, Lydia Swinerton, Tellepsen, W.S. Bellows, Satterfield-Pontikes, and Miner-Dederick.

Results: This very active partnership increased its total participants from 12 to 18 during the evaluating period. More than 8,000 training hours are attributed to the partnership, with an emphasis on conducting OSHA 10- and 30-hour trainings. Participants conducted more than 2,500 self-inspections and abated more than 2,100 hazards.

Overview: Associated Builders and Contractors, Inc., (ABC) and Texas offices of OSHA established this Cooperative Safety Program (CSP) to formalize a cooperative effort committed to encouraging companies to voluntarily improve their safety and health performance. The primary goals are to: reduce by three percent annually the number of injuries, illnesses, and fatalities affecting participant employers, with an emphasis on reducing injuries and fatalities resulting from falls, struck-by and caught-in mishaps, and electrocution (focused four construction hazards); increase the number of construction companies that implement effective safety and health programs; decrease workers’ compensation costs and OSHA penalties for contractor participants; allow OSHA to focus resources on companies that require attention from OSHA, rather than companies that have demonstrated existence of effective safety programs.

Results: Each of the partnership's nine participants had "in compliance" OSHA inspections during the evaluation period. Additionally, over 7,600 self-inspections were conducted, resulting in the identification and abatement of more than 1,400 hazards.

 

CFAN Construction Project

Overview: The CFAN Expansion, an 110,000 square foot building addition, will be located at the CFAN manufacturing facility site in San Marcos, Texas. CFAN is an OSHA VPP Star participant. The project is scheduled to be completed in the second quarter of 2007. During construction, MST Constructors, Inc. will provide the administration and coordination of construction contracts and stress and encourage compliance with construction environmental, health and safety practices. This includes federal, state, local, project and owner rules and regulations.

In an effort to eliminate serious hazards and achieve a high level of worker safety and health on the CFAN Project, this partnering agreement will facilitate the process of identifying project health and safety performance goals; developing plans for achieving those goals; cooperation in hazard control implementation; and measuring and establishing a vehicle to communicate the successes and ultimately learning from the process. Beyond the confines of the CFAN Project, it is projected that this partnership agreement will foster a sustainable working relationship between OSHA, CFAN, and MST Constructors, Inc.

Results: To date, there have been no recordable injuries at this site. All workers are required to attend weekly training sessions, and 89 self-inspections have been performed to identify and abate hazards before injuries occur.

Overview: The Occupational Safety and Health Administration (OSHA) agrees to a partnership with KCK Utility Construction, Llano Utility Services, and Starling Richardson Construction and participating contractors to enhance workplace safety and health through the strategy of implementing fully written safety and health programs. The overall goal will be to reduce serious injuries and illnesses by one percent per year and to reduce the occurrence of the four major hazards in the categories of falls, electrocutions, struck-by and caught-between by ten percent per year. Employers who are willing to accept this program will receive OSHA assistance and annual on-site enforcement inspections (in accordance with approved protocols) in lieu of programmed inspections.
