Fits piecewise polynomial to discrete data with equality and inequality
constraints.
 
Classes  :  K1a1a1 . Unconstrained linear least squares piecewise polynomial
                   approximation on univariate data (curve fitting)
            K1a2a .  Linearly constrained linear least squares approximation
            L8g .    Spline (i.e., piecewise polynomial) regression
 
Type     : Fortran subroutine in CMLIB library (FC sublibrary).
Access   : Public domain. Portable.
Precision: Single.
