2007 Revision of the Procedures Governing the Cooperative State-Public Health Service/Food and Drug Administration Program of the National Conference on Interstate Milk Shipments (M-I-07-9)

SUBJECT: 2007 Revision of the Procedures Governing the Cooperative State-Public Health Service/Food and Drug Administration Program of the National Conference on Interstate Milk Shipments 

The 2007 Revision of the Procedures Governing the Cooperative State-Public Health Service/Food and Drug Administration Program of the National Conference on Interstate Milk Shipments (Procedures), including the Constitution and Bylaws of the National Conference on Interstate Milk Shipments (NCIMS), Memorandum of Understanding Between the U.S. Food and Drug Administration and the National Conference on Interstate Milk Shipments, and Related Documents, has been completed and an electronic version is being provided with this M-I.  A hard copy will be provided to the printers and will be available for general distribution at a later date.   

The 2007 Procedures will become effective within one (1) year following the issuance of this M-I and its corresponding electronic publication (December 17, 2008); or by the official notification to the States through the transmittal of an IMS-a, as applicable, following the Conference at which the changes were passed.  For States that can legally enforce the new regulations based on the issuance of IMS-a-46, the effective date for the 2007 Procedures will be October 15, 2008.

NOTE: The Constitution of the National Conference on Interstate Milk Shipments (Constitution) and the Bylaws of the National Conference on Interstate Milk Shipments (Bylaws) became effective at the close of the Conference at which they were adopted (May 10, 2007).

When the electronic version of the 2007 Revision of the Procedures is posted on the FDA Web Site an M-I will be issued announcing the availability of the document.

Copies of this memorandum and the 2007 Procedures document, when received, should be distributed to Regional Milk Specialists, State Milk Regulatory Agencies, State Laboratory Evaluation Officers and State Milk Sanitation Rating Officers in your region.  This information should also be widely distributed to representatives of the dairy industry and other interested parties and will be available on the FDA Web site at http://www.cfsan.fda.gov at a later date.
