A package of Fortran subprograms for constructing a shape-preserving
osculatory quadratic spline. The spline is a piecewise quadratic Bernstein
polynomial with a continuous first derivative which interpolates given
function and first derivative values, and preserves monotonicity and convexity
in the data. (See D.F. Mcallister and J.A. Roulier, ACM TOMS 7 (1981) pp. 384-386.).
