Our goal of fostering country progress will not always occur in peaceful places and without security there can be no development and without development there can be no democracy. Indeed, one of our most urgent national security challenges will remain the work that we do to support nations that are trying to lift themselves out of conflict, as we have done in Bosnia and Kosovo, Haiti and Liberia, and now in Afghanistan and in Iraq."
