User's Fees for Export Certificates
A federal fee must be collected for each export certificate issued, except for export certificates issued by States or counties. Charges for export certificates issued by States or counties are dependent upon State or county policy. Payment by check or money order must be made payable to USDA, APHIS.
In addition to user fees for export certificates, USDA-APHIS-PPQ charges for inspection performed on overtime (outside of duty hours) when the inspections are requested by exporters. These costs may be obtained from the USDA-APHIS-PPQ office performing the service(s).
A commercial shipment is a shipment for gain or profit.
A noncommercial shipment is a shipment is not for gain or profit.
The user fee costs per export certificate are as follows:
PPQ Form 577, Phytosanitary Certificate

$23.00 for such shipments.

Commercial PPQ Form 577
$50.00 for commodities valued at more than $1,250.00.
$23.00 for commodities valued at $1,250.00 or less. The importer must provide an invoice at the time of certification, in order to receive the reduced fee.
PPQ Form 578, Export Certificate, Processed Plant Products

$50.00 for commodities valued at more than $1,250.00.
