International Convention for
the Prevention of Pollution from Ships (MARPOL)The MMS participates in a
working group on the issue of whether fixed and floating platforms are
subject to a provision (Annex VI) covering air pollution from ships. The MMS has taken the lead in formulating a position statement and draft
regulations on the applicability of Annex VI requirements to offshore
platforms. A subcommittee consisting of representatives from MMS,
U.S. Coast Guard, and EPA submitted a position paper and draft rules to
the U.S. negotiating team which would exempt equipment on a platform
that is solely dedicated to the exploration, development, production,
and offshore processing of mineral resources, including oil and gas,
while all other activities on a platform would be subject to MARPOL.
