Mr. Robert J. Byrd was selected as the Chief Financial Officer/Chief Administrative Officer (CFO/CAO) of the National Weather Service, a component of the National Oceanic and Atmospheric Administration (NOAA) of the Department of Commerce, in July 2006. As the CFO/CAO, Mr. Byrd is responsible for budget formulation and execution, financial management, human resources, administrative and financial systems, internal controls, FOIA, and other related activities of the Agency.
Prior to joining NOAA's National Weather Service, Mr. Byrd served as Associate Director/CFO of the United States Mint, Department of Treasury; Vice President, The Orkand Corporation; Vice President, Cedar Enterprise Solutions; Deputy Commissioner, Management & Systems and CFO, U.S. Food and Drug Administration; and Assistant Secretary, State of Maryland, Department of General Services.
Mr. Byrd holds an MBA with honors from Loyola College of Maryland, and has completed postgraduate MBA programs at Syracuse University and the Harvard Business School. He is the recipient of numerous State and Federal Government awards including the Secretary's Distinguished Service Award from the Department of Health and Human Services as the first Departmental Agency to receive a clean audit opinion; and, the Winning Team for "Reform of the U.S. Drug Approval Process," John F. Kennedy School of Government's Innovations in American Government Award, 1997.
