Phillips Receives Government’s Top Speechwriting Prize

A U.S. Department of Transportation (DOT) employee received the top prize for speechwriting at the National Association of Government Communicators' 25th Annual Awards Dinner April 4.

Harry Phillips, the agency's speechwriting director, received the 2001 Blue Pencil Award for Speechwriting for creating a Memorial Day speech that was delivered by Transportation Secretary Norman Y. Mineta last year aboard a U.S. Coast Guard Cutter in the harbor of Cork, Ireland.

“Harry’s expertise in selecting the right word and phrase for every occasion has been fundamental in helping Secretary Mineta convey the department’s message powerfully and effectively,” said Chet Lunner, Assistant to the Secretary and Director of Public Affairs for DOT.  “He deeply deserves this honor.”

Phillips, a political appointee at DOT, has worked for several members of Congress as well as cabinet members in the first Bush Administration.
