I am in receipt of your letter and Petition for Reconsideration or Clarification filed in Kinder 
Morgan Energy Partners, L.P., CPF No. 1-2004-5004 dated July 17,2006. On July 24,2006, 
Kinder Morgan was granted a thirty (30) day extension of the time otherwise allowed by 49 
C.F.R. 
8 190.21 5 to file a request for reconsideration of the Order issued in the above matter by 
the Pipeline and Hazardous Materials Safety Administration (PHMSA) on June 26,2006. On 
August 16,2006, Kinder Morgan's request for an additional extension to September 20,2006 
was granted. On September 5,2006 your request for an extension to October 3 1,2006 was also 
granted. 
Your letter of October 27,2006 seeks a further extension to November 30,2006. 
You state that you are requesting this additional time to continue to meet with PHMSA personnel 
and narrow the issues as you have in past weeks. Your request for an extension of time to 
November 30,2006 to effectively file a petition for reconsideration is granted.
