Dear Mr. Hogfoss: 

I am in receipt of your letter and Petition for Reconsideration or Clarification filed in Kinder 
Morgan Energy Partners, L.P., CPF No. 1-2004-5004 dated July 17,2006. On July 24,2006, 
Kinder Morgan was granted a thirty (30) day extension of the time otherwise allowed by 49 

C.F.R. 
8 190.215 to file a request for reconsideration of the Order issued in the above matter by 
the Pipeline and Hazardous Materials Safety Administration (PHMSA) on June 26,2006. On 
August 16,2006, Kinder Morgan's request for an additional extension to September 20,2006 
was granted. Your letter of September 5,2006 requests an extension to October 3 1,2006. 
You state that you are requesting this additional time in order to meet with PHMSA personnel 
who, due to pressing events unrelated to this matter, have not yet been able to meet with Kinder 
Morgan to agree on the scope and timing of tasks outlined in the Compliance Order. Your 
request for an extension of time to October 30,2006 to effectively file a petition for 
reconsideration is granted.
