Dear Mr. Sands: 

On October 1, 2004, the Research and Special Programs Administration (now the Pipeline 
and Hazardous Materials Safety Administration) issued to Explorer Pipeline Company a 
Corrective Action Order in the above-referenced case. The order required certain corrective 
actions with respect to the Holdenville to Okmulgee, Oklahoma, segment. Based on the 
recommendation of the Director, Southwest Region, it has been determined that Explorer has 
complied with the terms of that Order. Accordingly, this case is now closed. No further action 
is contemplated with respect to the matters involved in that case.
