U.S. Transportation Secretary Mineta Welcomes Rosen as General Counsel 

      U.S. Transportation Secretary Norman Y. Mineta today welcomed Jeffrey A. Rosen to the Bush administration and the U.S. Department of Transportation.  Rosen is the new General Counsel at the Department.  He is the nineteenth General Counsel since the department was created in 1967. 

      “Jeff brings a wealth of business and legal experience to the department.  I expect his leadership, skill and experience in business and transportation-related litigation matters to benefit the department and consumers throughout the United States,” Secretary Mineta said. 

      President Bush nominated Rosen on Oct. 3 and he was confirmed by the Senate on Dec. 9.  A long-time Virginia resident, Rosen came to the department from the national law firm of Kirkland & Ellis, LLP, in Washington, DC, where he had been a senior partner in the litigation practice, and a member of the law firm’s management committee.  He spent more than 20 years at the firm.   

      His principal practice areas included trial and appellate counsel in business litigation matters involving contracts, antitrust, RICO (the Racketeer Influenced and Corrupt Organizations Act), business torts, government enforcement actions and product liability, including consumer and mass tort class actions. 

      Rosen, 45, was involved in litigation before federal and state courts in the District of Columbia and more than 20 states, including jury trials, bench evidentiary hearings, arbitrations and appellate arguments.  His cases involved many industries and issues. Among them were transportation-related issues such as cruise travel, automobiles, fertilizer pipelines, railroad corridors, oil field services, and hotel reservation systems. 

      Rosen’s bachelor’s degree is from Northwestern where he received a B.A. with Highest Distinction in economics.  His JD is magna cum laude from Harvard Law School.  He is a member of the DC Bar, U.S. Supreme Court, U.S. Court of Appeals for the Federal, Third, Fourth, Sixth and Eleventh Circuits; and the U.S. District Courts for the District of Columbia, Eastern District of Michigan and Northern District of Illinois. 

      Rosen and his wife, Kathleen, a medical doctor, have three children: Anne, 13; Sally, 11; and James, 9.
