President Bush Approves Taylor As Assistant Secretary for Administration 

Following approval from President Bush, U. S. Transportation Secretary Norman Y. Mineta today swore in Vincent T. Taylor, formerly the department’s deputy chief of staff, as the department’s new Assistant Secretary of Transportation for Administration.  He replaces Melissa Allen, who will be working on transition issues for the Department of Homeland Security. 

“Vince expanded his broad range of federal experience as my deputy chief of staff and served the country with great distinction,” Secretary Mineta said.  “He is the kind of leader who will bring additional vigor and efficiency to the department’s administrative functions.  I applaud his appointment and look forward to his continued membership on my leadership team.” 

As the assistant secretary for administration, Mr. Taylor will lead the management and administrative programs for the U.S. Department of Transportation, including human resources, building and personnel security, and procurement.  Candidates for this position require Presidential approval before they can take office.  It is one of three career employee positions in the Department to require such approval. 

Originally from Los Angeles, Mr. Taylor came to the Department of Transportation in the spring of 2001 from the U.S. Department of State.  In his last position at the State Department, he was the program manager for counter-narcotics, law enforcement, and terrorism in the Office of the Inspector General.  

Mr. Taylor began his civil service career in 1987 as a special investigator with the Defense Investigative Service.  From 1988 to 1999, in addition to being the operations security and tactical deception officer of the U.S. Air Force’s Space Systems Division, he served in three positions at the U.S. Department of State.  He was Chief of the Facilities Security Division in the Bureau of Diplomatic Security; Special Assistant to the Under Secretary for Management; and Deputy Executive Director for the Bureau of Finance and Management Policy.           

Mr. Taylor is also a citizen soldier.  After resigning his active duty commission in 1986, then-Capt. Taylor joined the U.S. Army Reserve and now is a colonel.  In his 24 years of service he served as company commander, headquarters commandant, battalion commander and deputy brigade commander.  Col. Taylor is now the acting brigade commander, 354th Civil Affairs Brigade, in Riverdale Park, MD. 

In September 2001, the Army recalled Mr. Taylor to active duty and deployed him to Pakistan where he served as Commander of the Coalition Humanitarian Liaison Center in Islamabad, Pakistan.  In December 2001, Col. Taylor led the advance team of the Joint Civil Military Operations Task Force into Afghanistan where he served as the senior civil affairs officer until the main body of the task force arrived.  Col. Taylor returned to duties as Deputy Chief of Staff at the USDOT in July 2002. 

Mr. Taylor has a bachelor’s degree from the University of Maryland, College Park; a master’s degree in criminal justice from California State University, Long Beach; a master’s degree in Public Administration from Shippensburg University, Shippensburg, PA and a master’s degree in strategic studies from the United States Army War College. 

Mr. Taylor and his wife of 23 years, the former Clara Barbara Angelilli, have three children, Dray, Amber, and DeMarco.   The Taylors live in Columbia, MD.
