Federal Information Processing Standards (FIPS) State, County, and City/Place Codes: For the 1997 birth cohort linked file, the county and city/place codes and the State code immediately preceding them are FIPS codes. These codes were effective with the 1994 data year and are based on the results of the 1990 Census. County and county equivalents (independent and coextensive cities) are numbered alphabetically within each State. When an event occurs to a nonresident of the United States, residence data are coded only to the "State" level, or to the remainder of the world.
