ISSUE: An increase in HIV infection in the country, with insufficient community and public & private sector involvement in its prevention. PROJECT: To install individual and social capacities for response in the community, and to contribute to an appropriation of preventive behavior in the community as a whole, especially young people, thus developing a broad response for HIV/AIDS prevention in the three regions of the country with highest HIV rates. Strategies: the development of prevention projects through the association of 2 or more public, private, community and non-governmental organisations which belong to the same neighborhood or territorial sector; availability of a financial fund for the projects, linked to a mobilisation of local resources; training in prevention methodologies. METHODOLOGY: Participative in nature, with horizontal and transparent relationships between the different parties in the design and selection of the projects, as well as in its execution, monitoring and evaluation: adaptation of the planning strategy and the logical matrix of the projects. RESULTS: 57 inter-sectorial prevention projects. The different sectors of the community participated in a committed and creative way. The community assumed responsibilities regarding prevention in a progressive manner (target groups were determined and 169 organisations and private and public institutions participated). Mobilisation of local resources. LESSONS LEARNED: That the use of a participative methodology, both in the planning and formulation of the projects, was very important; in much the same way, so was the availability of a financial fund for the projects. The fact that the people and institutions belonging to the community are prepared to play a more active role in prevention was made clear by the level of skills and strengths of all those involved.
