Planning, Analysis, and Evaluation Directorate

Mission Statement

Planning, Analysis, and Evaluation Directorate provides the TRADOC Commanding General planning,
programming, resource integration and transition, program analysis, cost factoring, cost study and analysis, and evaluation capabilities for effective resource management. Planning, Analysis, and Evaluation Directorate also develops, staffs, and implements plans, programs, and policies for the entire staff on resource management issues.

Organization

Planning, Analysis, and Evaluation Directorate is currently organized as a flat organization comprised of Program and Operations Research/System Analysts.

History

A Program Analysis Office was established in 1976 by Brigadier General Maxwell Thurman, who was then the TRADOC Deputy Chief of Staff for Resource Management, in response to a need for analytically based program development. The Program Analysis Office also conducted evaluation of resource dependent programs and proponents.

In 1987, the Program Analysis Office transitioned to the Planning, Analysis, and Evaluation Directorate of about 15 broadly experienced and highly qualified professionals, capable of performing planning, programming, analysis and evaluation across the spectrum of Army functional areas. The Planning, Analysis, and Evaluation Directorate also became the quick reaction analysis team for personal CG missions in those areas where the Command Planning Group did not have the analytical capability. Planning, Analysis, and Evaluation Directorate also assumed the lead for establishing and implementing the TRADOC long-range planning process. In 1992, the Resource Analysis Directorate, which included 8 Operations Research/System Analysts, was merged with the Planning, Analysis, and Evaluation Directorate to form the current organization.

  • Special studies and support (BRAC, FAA cost guidance)

Evaluation:

  • Army and TRADOC planning guidance
  • Program evaluation (assessing capability to accomplish our training mission)
  • Review of audits (AAA, GAO, IRAC)
  • Review of IG reports (DA, DoD, TRADOC
  • Review of proposals and concepts
