About the Central Personnel Data File (CPDF)

The Central Personnel Data File (CPDF) contains data on Federal civilian employees.  It consists of two parts:

1. The Dynamics File records personnel actions such as the hiring and separating of employees. It includes all Executive Branch agencies except the U.S. Postal Service, the Postal Rate Commission, the Central Intelligence Agency, the National Security Agency, the Office of the Director of National Intelligence, the Tennessee Valley Authority, the White House Office, the Office of the Vice President, the Board of Governors of the Federal Reserve System, and the Defense Intelligence Agency. Other exclusions include: Non-U.S. citizens in foreign countries, Foreign service employees at the Department of State (effective March 2006), Non-appropriated fund personnel, Commissioned Officers in the Department of Commerce, Department of Health and Human Services, Department of Homeland Security, and Environmental Protection Agency. The Federal Bureau of Investigation (FBI) coverage is limited through FY 2006. Until FY 2007, the FBI did not provide Dynamics data, and did not report duty location for employees outside the District of Columbia. Beginning in FY 2007 the FBI will report data to the CPDF like other agencies through its service provider. Under agreement with the FBI, their data is reported from CPDF in the same manner as before. The Judicial Branch is entirely excluded. The Legislative Branch is excluded except for the Government Printing Office, the U.S. Tax Court, and selected commissions.

2. The Status File records demographic information, job information, the agency of employment and location of employees, and other aspects of the on-board Federal workforce. It contains the same agencies as the Dynamics File except the Status File also includes data from the Federal Bureau of Investigation prior to FY 2007.
