Mental Health Systems Transformation

Fiscal Years 2006 and 2007


PURPOSE

 

 

 

Ensure that mental health services and treatments 1) are consumer and family-centered and 2) focus on increasing consumers’ ability to successfully manage life’s challenges, on facilitating recovery and on building resilience. This purpose is consistent with the goals of mental health system transformation outlined in the Federal Mental Health Action Agenda.

PERFORMANCE MEASURES

 

Long Term Measures

  • Increase the number of States that are transforming their public mental health system consistent with the Federal Mental Health Action Agenda goals (Data Source: MHBG, Baseline: TBD, 2007)

Annual Measures

  • Increase the number of States with a comprehensive Mental Health System Transformation (MHST) Plan (MHSIG, Baseline: 7, 2006)

  • Increase the number of evidence-based practices implemented by States (Data Source: Uniform Reporting System, Baseline: 2.8, 2005)

  • Increase the percentage of adults (SMI) and children (SED) served by States who are receiving evidenced-based practices (Data Source: Uniform Reporting System, Baseline: a) adults: 9.8% b) children: 2.0%; 2005)

  • Increase the number of Prototype Individualized Plans of Care that are generally available to providers and consumers by making them available at the SAMHSA website (Baseline: TBD, 2006)

  • Mental Health: A Report of the Surgeon General was published in 1999 and provides the scientific basis for transforming the delivery of mental health services

  • The goals and recommendations incorporated in Achieving the Promise: Transforming Mental Health Care in America, the final report of the President’s New Freedom Commission on Mental Health, was published in 2003 and establishes parameters for transforming the mental health system

  • Transforming Mental Health Care in America the Federal Action Agenda: First Steps: July 2005, unprecedented collaborative efforts of six cabinet level departments, developed specific steps to assist in Transforming Mental Health Care.

  • Recommendations of the Institute of Medicine, Improving the Quality of Healthcare for Mental and Substance Use Conditions, November 2005.

KEY ACTIVITIES -

  • Monitor the extent to which the Mental Health Systems Transformation SIG addresses those population groups prioritized on the SAMHSA matrix that are appropriate and relevant to the programs within the matrix area.
  • Complete 3-year implementation plan for NOMS for MHBG and mental health discretionary grant programs.
  • Increase the number of candidate mental health promotion and service programs that apply for review in the National Registry of Evidence-based Programs and Practices (NREPP).
  • Establish a prototype electronic health record that helps providers and consumers better manage mental health care and that will protect the privacy and confidentiality of consumers’ health information.
  • Establish the Transformation Action Initiative (TAI) to support the implementation of mental health systems transformation technical assistance and provide “one stop” access to technical assistance services for States that will align, consolidate and minimize duplication among technical assistance providers.
