Issue: Ensuring cooperation, co-management, and facilitation of program delivery between provincial and federal governments to encourage community development. Project: The Province of Ontario is home for 40% of people living with AIDS in Canada. In the 1980's both the federal and provincial governments initiated important sources of funding for AIDS service organizations: Health Canada's AIDS Community Action Program and the Ontario Ministry of Health's Community-based AIDS Education and Support Program. Staff of these programs have built consistent and productive relationships to ensure coordination and avoid double funding; create complementary accountability requirements; share resources and responsibility in understaffed units; deliver consistent messages to community representatives; and carry out joint consultations and program planning. Results: This cooperation has led to community mobilization which enhanced the development of effective and relevant projects at the local level. Projects created serve the network of ASOs, such as an Skills Building Project, a Bereavement Project, and an Aboriginal Strategy. As well other administrative innovations such as reciprocal program monitoring save time and staffing resources for the community and governments. Lessons Learned: The creation of close working relationships between government community ensures productive and effective programs. This provides clearer lines of communication resulting in appropriate identification of community needs. This requires senior management support and adequate time resources for communication.
