Focus
- Review how and why certain portions of the communications network failed;
- Identify which portions of the communications network continued to work and withstood the hurricane and why;
- Examine how communications technology can be made less vulnerable to failing; and
- Study what steps can be taken, pre-event, to strengthen the communications infrastructure.
