ISSUES: Management and distribution by the Sao Paulo State STD/Aids Coordination of 3 million male condoms monthly to 96 target areas: 24 Regional Health Offices (DIR) in the several regions of the state, NGOs, hospitals and specialized clinics. DESCRIPTION: The positive aspect in the management, logistics and distribution of condoms by CE DST/Aids it that it is an integral part of the prevention management, what makes it different from many services that are not part of a technical area. Despite this positive side, it was very difficult to streamline the services carried out due to a low number of staff members. To face these difficulties, the management system was reformulated and a technical team was set up in the Prevention area. The secretary office provided a more qualified support, with power to make decisions and prepared to give more homogeneous and standardized responses when typing and sending the distribution grids. It sends out bulletins to the Ministry of Health, receives other requests and forwards the several demands to the Aids Hotline sector which handles the condom logistics. Besides the analysis of the average consumption and inventory to process the condom releases, feed and manage the information system and also the inventory control. The Prevention division supervises, monitor, assesses and establish the political links with the National and Municipal STD/Aids Coordinations and with the AIDS NGOs Forum. Distribution criteria and proposals for the necessary changes are negotiated and agreed in the Managers Forum, with the presence of representatives of DIRs, 36 priority cities, other government sectors and the organized civil society. LESSONS LEARNED: The management performed by a multi-professional team qualifies and increases the power to handle and solve prevention problems and actions. RECOMMENDATIONS: Central-level condom management should be an integral part of the Prevention technical area.
