DESCRIPTION: The U. S. Department of Homeland Security (DHS) Office of Procurement Operations, on behalf of the Domestic Nuclear Detection Office (DNDO), Product Acquisition Deployment Directorate, intends to enter into a sole source contract in accordance with FAR Part 6.303. This notice is not a Request for Proposals, nor does it represent a commitment by the Department of Homeland Security to pay for any costs incurred by the preparation and submission of data or any other costs incurred in response to this notification. No solicitation document is available. Federal Business Opportunities numbered Note 22 applies with the exception of the 45 day response time. DHS intends to enter in a sole source contract for nuclear threat detection technology evaluation and analysis support services to develop the requisite processes and methodologies to assess and analyze data and algorithms from the port of entry border protection, maritime, aviation, international rail, and on-dock rail radiation detection systems used in protecting our nation and its interests.

The Government has a requirement for an independent engineering and research component to evaluate the suitability and effectiveness of nuclear detection technologies developed by industry, government laboratories, and academia for use in DNDO programs including the Advanced Spectroscopic Portal (ASP). This engineering and research effort will establish, maintain and provide continuity for the existing independent, robust systems engineering and pre-established assessment capacity of DNDO technology development efforts. In support of ASP/ Radiation Portal Monitors (RPM) goals through an independent system verification and validation for benchmarking developmental and deployed systems, the technical requirements are:

a. collection and storage of data and algorithms in support of technical assessment;

b. statistically significant probabilistic analysis/assessment of system algorithm performance;

c. independent technical analysis, assessment and determination of gap analyses; and

d. evaluation of algorithms/modeling/simulation to improve system performance and mitigate risk prior to and subsequent to deployment.



This “Notice of Intent” is not a request for competitive proposals. A determination to compete this solicitation will be based upon responses to this notice, and is at the sole discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
