NIMH CHANGE IN “RESEARCH ON THE MENTAL HEALTH OF MINORITY POPULATIONS” (PA-96-007)

National Institute of Mental Health

The National Institute of Mental Health (NIMH) announces a change to PA-96-
007, located at http://grants.nih.gov/grants/guide/pa-files/PA-96-007.html, 
entitled "Research on the Mental Health of Minority Populations".  Effective 
immediately, the Principal Investigator must devote no less than 30 percent 
of his/her time to the program project, including time spent on program 
project research.  This is a reduction from the 60 percent effort previously 
required, as stated in the program announcement. This applies to all projects 
currently supported, as well as those to-be-supported.

Principal Investigators who currently have the originally required 60 percent 
effort salary commitment on the grant or application to-be-supported and 
would like to reduce that effort, will need to submit one of the following:

a.  For active grants:  The PI is required to submit a countersigned request 
to retain the use of funds released as a result of the reduced effort.  The 
request must include detailed justification for the requested rebudgeting. 
Prior NIMH approval is required for the continued use of these funds in the 
current as well as any future years of the active grant.

b.  For pending applications:  The PI must submit a new budget for the entire 
project period, taking into consideration the reduced effort.  The PI must 
send the new budget and a justification for the changed budget items to the 
program officer that has responsibility for that grant or application.  The 
program officer will review the budget and justification to ensure that the 
changes will in no way negatively impact the scientific aims of the overall 
program project.  If approved, NIMH Grants Management staff will review the 
new budget and discuss any needed changes with the principal investigator, as 
necessary, prior to award issuance.
 
The institute plans to update and reissue this PA in the near future.
