PURPOSE OF POSITION
The Group Home Administrator is responsible for the daily supervision of the United American Indian Involvement, Inc. (UAII) Youth Residential Treatment Center (group home) residential assistants, which includes assigning job duties, scheduling work hours, maintaining and compliance with standards.
ESSENTIAL FUNCTIONS of the Group Home Administrator
• Maintain and up-date all program policies and procedures in accordance to all licensing, certification, and accreditation standards; providing feedback to Fiscal Director and Administrative Clinical Director regarding program budgets; and making expenditures according to budget limitations and that have been pre-approved by the Fiscal Director and/or Administrative Clinical Director.
• Assists the Administrative Clinical Director in developing and evaluating short and long-range planning and implementation of such plans.
• Resource and program development for the group home including proposal writing, development of internship training program, and other activities.
• Assist in development and management of departmental budgets.
• Provides daily supervision to residential assistants including scheduling work hours, training of staff, and approval of time sheets and time off requests.
• Organizes the work of the program and delegates responsibility to residential assistants.
• Oversees all aspects of resident care to ensure that residents are receiving appropriate care in an efficient and professional manner, including the review of complaints made by residents or their authorized representative(s), and conferring with the Administrative Clinical Director upon the action to be taken to handle the complaint.
• Provides supervision of assessment, intake, treatment plans, intervention, and discharge plans. Consults with clinical treatment team including Administrative Clinical Director, Substance Abuse Counselor, and Mental Health Therapist.
• Works closely with other personnel, consultants, and outside agencies to coordinate care.
• Develops a plan for the orientation, development and training of staff, pursuant to UAII policy and procedures, licensing, certification, and accreditation standards.
• Plans and evaluates multidisciplinary program meetings and accreditation committees, including, but not limited to: Admissions, Training, Treatment Team, Records, Infection Control, Quality Control/Process Improvement, and Environment of Care.
• Assesses facility operations and program; and provides month end reports and all other mandatory reports to the Board of Directors, Executive Director, and Administrative Clinical Director and makes recommendations to address identified problems.
• Adheres to agency policies and procedures and advances the goals of UAII in a manner that embodies the agency’s philosophy.
• Maintain strict confidentiality of client and personnel information adhering to HIPAA,
professional codes of conduct, State of CA regulations, Privacy Act, and UAII policies and procedures.
ADDITIONAL DUTIES/RESPONSIBILITIES
• Other duties as assigned or required to fulfill the purpose of the position.
QUALIFICATIONS – Required
• Have a master’s degree in a behavioral science from an accredited college or university, plus a minimum of one year of employment as a social worker in an agency serving children or in a group residential program for children.
• Have a Bachelor’s Degree from an accredited college or university, plus at least one year of administrative experience or Group Home Administratory experience over social work, child care, and/or support staff providing direct services to children in an agency or in a community care facility with a licensed capacity of seven or more.
• Have completed at least two years at an accredited college or university, plus at least two years administrative experience or Group Home Administratory experience over social work, child care, and/or support staff providing direct services to children in an agency or in a community care facility with a licensed capacity of seven or more.
• Have completed high school, or equivalent, plus at least three years administrative experience or Group Home Administratory experience over social work, child care, and/or support staff providing direct services to children in an agency or in a community care facility with a licensed capacity of seven or more.
• The Group Home Administrator must be able to develop a thorough working knowledge of the purpose, priority, needs, and mission of the organization.
• Must have leadership ability to supervise the successful accomplishment of the organization plans through multiple mental health and health care professionals and support staff.
• Must be able to develop and maintain compliance with departmental policies and procedures, and reports in accordance to the program's license, accreditation, and certification standards.
• The Group Home Administrator must successfully complete a Department of Social Service approved Initial Certification Training Program and written test administered by the Department within the time frames prescribed by UAII. The certification must be renewed every two (2) years
• Responsible and able to exercise a high level of judgment, accept supervision, and exercise a high level of accuracy and organization; maintain strict confidentiality; and communicate and deal effectively with people in a professional and courteous manner.
• Responsible and able to comply with all applicable federal, state, or municipal laws, statues, or ordinances.
• Availability to work evening and weekend hours as required.
• Clear background check.
• A self starter who is able to work independently and as a team member; who consistently demonstrates professionalism, courtesy, efficiency, excellent internal and external customer service, high ethical standards and behavior that contributes to harmonious relationships.
• Demonstrable ability to communicate effectively and professionally both verbally and in writing.
• Demonstrated ability or willingness to work with culturally diverse populations, youth, and professionals.
• Knowledge of and/or sensitivity to the needs of the American Indian community/culture.
• Willingness to learn new skills and participate in training sessions relevant to the position.
• Valid California driver’s license and automobile insurance.
QUALIFICATIONS – Preferred
• Indian Self-Determination and Education Assistance Act (Public Law 93-638).
• Experience working with the American Indian community.
PHYSICAL REQUIREMENTS
• Must successfully pass a pre-employment physical exam and blood/urine screening test.
• Able to perform the following tasks during the work day: reading, writing, speaking, listening, typing, sitting, standing, walking and driving a car.
• Current negative/inactive Tuberculosis test/X-Ray results on file.
