This procurement is a design-build project for TA5 Barracks/COF and Battalion Headquarters, Fort Lee, VA. Construct three, 5 story Barracks/Company Operations Facilities and one Battalion Headquarters. The Barracks/COF facilities are to house trainee single soldiers and company administrative, training and command operations. The Barracks/COFs are intended to be similar both functionally and technically to a dormitory in the community surrounding the installation. The Battalion Headquarters building is to house administrative and command operations. It is intended to be similar to office type buildings in the private sector community. The evaluations factors for this procurement is as follows, listed in descending order of importance. PHASE I FACTORS: Factor 1 Specialized Experience; Factor 2 Past Performance; Factor 3 Key Project Personnel Capabilities and Experience; Factor 4 Organization and Technical Approach; AND Factor 5 Evidence of Ability to Obtain Bonding. PHASE II FACTORS: Factor 1 Building Functional and Aesthetics; Factor 2 Quality of Building Systems and Materials; Factor 3 Site Design; Factor 4 Sustainability Requirements; Factor 5 Phase I Rating; Factor 6 Key Subcontractors; Factor 7 Proposed Contract Duration and Preliminary Schedule; Factor 8 Past Performance on Utilization of Small Business Concerns; and Price (will not be evaluated). Offerors will be evaluated on both technical quality and conformance to the solicitation and price. The Government reserves the right to reject any or all proposal prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. The construction duration is 24 months from receipt of Notice to Proceed. The magnitude of construction is estimated to be $12,000,000.00. The receipt date for PHASE I proposals is October 31, 2008, by 2:00 pm. NAICS CODE 236116 applies to this procurement. Submission requirements (plans/specs) will be available on/about October 1, 2008 via Federal Business Opportunities (FedBizOpps, https://www.fbo.gov).
