A position for a Program Manager for Instrumention is now open. The are two announcements, one for a physicist and one for an engineer. MAJOR DUTIES:

If selected for this position and at the full performance level, you will serve as a recognized scientific authority and expert in the area of instrumentation in the high energy physics program maintaining a high level of knowledge of the status of instrumentation in high energy physics research, and as such have the responsibility to plan, coordinate, implement, and evaluate research programs and projects in this field on a national and international level. You will serve as an expert and consultant to other scientists and senior management. You will organize, participate in, or lead committees composed of agency, interagency, and government personnel for the purpose of representing the organization and DOE programmatic interests. You will serve as a Program Manager determining scientific focus and direction of the instrumentation in the high energy physics program's aspects of the research program, preparing calls for proposals, organizing independent peer reviews, recommending funding allocations, organizing meetings, serving as a liaison on committees, and monitoring scientific progress of the programs. You will conceive, justify, plan, initiate, manage, and coordinate all aspects of a broad range of instrumentation in high energy physics. You will examine and ascertain pioneering research needs and opportunities of this research programs against scientific and technological advances and of potential needs of the Department of Energy. You will evaluate contractor, DOE laboratory, and grantee research proposals and performance. You will develop and prepare analytical documents to communicate with top management of DOE and higher echelons of government on the status of programmatic phases and new developments and opportunities. You will provide advice to high level agency officials on overall policy and program direction and serve as spokesperson for the agency.

MAJOR DUTIES:
If selected for this position, you will manage and direct the activities of the Division. You will provide leadership and direction in establishing vision, strategic plans, goals and objectives. You will plan, develop and implement vital, productive, forefront research programs conducted at DOE laboratories, universities, and other public and private institutions. You will provide advice and assistance to the Associate Director in the formulation of the budget, assuring adequate financing for the activities. You will set priorities for activities and apportion available funding to projects. You will review and make final approval on staff recommendations concerning research agreements and individual proposals for research projects. You will implement rigorous merit evaluations using independent peer reviews for all new and ongoing activities. You will advise the Associate Director in the formulation and management of new programs and policies. You will assist the Associate Director in responding to policy questions and resolving management problems and keeping SC informed of the progress and prospects of the Division's and Office's activities. You will maintain collegial relationships with other programs within Science and DOE laboratories, academia and other research activities with those of other Federal agencies involved in support of high energy physics research. You will supervise the staff in the Division.
