Subject: PER - Emergency Preparedness-Incident Command System Training
This national bulletin gives guidance to National, State, and Center employees regarding Incident Command training. The hurricanes that devastated Louisiana, Mississippi, Florida, and Texas reinforced the fact that we need to be better prepared for future natural and manmade disasters. Homeland Security Presidential Directive 5 (HSPD-5) states that Federal departments and agencies will implement protocols to prevent, prepare for, respond to, and recover from domestic incidents, whether they are natural or manmade.

Subject: LTP – Environmental Quality Incentives Program (EQIP) Fiscal Year (FY) 2006 Energy Initiative

This national bulletin announces the extension of the time period of the FY 2006 energy conservation initiative for EQUIP. An overwhelming number of requests have been received by States from contract participants requesting additional time to participate in the energy initiative.

Subject: TCH – Distribution of the Natural Resources Conservation Service (NRCS) Energy Management Initiative Implementation Plan and Related Materials

This national bulletin discuss how Energy costs has increased significantly over the last few years and are likely to remain at historically high levels for some time. Many farmers and ranchers commented during the USDA Farm Bill Listening Sessions on the adverse impact of higher energy-related costs on their operations. NRCS has taken an early and aggressive approach to addressing the energy cost concerns of farmers and ranchers. Many conservation practices, including residue management, nutrient management, and irrigation water management among others, not only provide environmental benefits, but they can also significantly reduce on-farm energy use and production costs. In short, there is a growing opportunity to provide financial and technical assistance that can save producers energy and money, while improving the conservation of other natural resources.
