February 27, 1997: Submission for OMB Review; Comment Request; Standard Form 87

In accordance with the Paperwork Reduction Act of 1995 (Public Law 104-13, May 22, 1995), this notice announces that the Office of Personnel Management (OPM) has submitted to the Office of Management and Budget (OMB) a request for a clearance of an information collection. Standard Form 87, Fingerprint Chart, is completed by applicants for Federal positions throughout the Government. OPM uses the information to conduct checks of the Federal Bureau of Investigation (FBI) fingerprint files as required by Executive Order 10450, Security Requirements for Government Employment, issued April 27, 1953, or required or authorized under other authority. February 25, 1997: Science and Technology Reinvention Laboratory Personnel Demonstration Project at the Naval Sea Systems Command Warfare Centers; Notice

The National Defense Authorization Act for fiscal year 1995 (Pub. L. 103-337) authorizes the Secretary of Defense, with Office of Personnel Management (OPM) approval, to conduct a Personnel Demonstration Project at Department of Defense (DoD) laboratories designated as Science and Technology Reinvention Laboratories. The legislation requires that most requirements of Section 4703 of Title 5 shall apply to the Demonstration Project. Section 4703 requires OPM to publish the proposed project plan in the Federal Register. This notice meets that requirement. February 12, 1997: Funding of Administrative Law Judge Examination

The Office of Personnel Management (OPM) is issuing a final regulation to require agencies employing administrative law judges to reimburse OPM for the cost of developing and administering examinations for judge positions. The regulation implements OPM's authority to delegate examining authority for all competitive service positions except for administrative law judges, and to require employing agencies to reimburse OPM for the cost of administrative law judge examinations. February 7, 1997: Comment Request Review of a Revised Information Collection (Form OFI-10)
The Office of Personnel Management (OPM) has submitted to the Office of Management and Budget (OMB) a request for clearance of a revised information collection. The Mail Reinterview, OFI Form 10, is completed by individuals who have been interviewed by a contract investigator during the course of a personnel investigation. February 4, 1997: Reduction in Force and Performance Management
The Office of Personnel Management (OPM) is proposing regulations that enhance the opportunity for Federal employees to receive retention service credit during reductions in force based on their actual job performance. The proposal also gives agencies with employees who have been rated under different patterns of summary rating levels a mechanism to take this into account when awarding employees additional retention service credit for reduction in force. These proposed regulations also clarify certain other retention rights, including the coverage of employees serving under term appointments. For further information contact Thomas A. February 3, 1997: Intergovernmental Personnel Act Programs; Standards for a Merit System of Personnel Administration
The Office of Personnel Management is revising the regulations on the Standards for a Merit System of Personnel Administration. The revision reflects changes and revisions in laws or regulations that require State and local governments to establish and maintain merit systems of personnel administration.
