Branch responsibilities
  • Creates, designs, develops, coordinates and implements comprehensive strategic communication plans to support CG TRADOC vision and priorities. Develops evaluation programs to assess their effectiveness. Works with command strategic planning elements to proactively address strategic issues and events with potential to impact command mission. Provides strategic communications products that support TRADOC mission accomplishment. Ensures that TRADOC strategic communication efforts are coordinated with TRADOC HQ and command staff and synchronized with Department of the Army, Joint Forces Command and Army major commands strategic communication efforts.
  • Advises the command on the PA impact of proposed staff actions, policy formulation and the most effective methods to inform and promote awareness, understanding and support for TRADOC missions, programs and activities among the general public and pertinent internal and external audiences, including foreign audiences.
  • Conducts extensive research, designs, develops, coordinates and implements comprehensive PA Strategic Communications Plans and Marketing Strategies, in coordination with Public Communications and Command Information branches, that support Army/TRADOC policies, programs and initiatives.
  • Writes PA guidance, concepts and models for internal/external communications, and news releases for each plan. Designs multimedia presentations, plans for strategic communications websites; print and electronic communications products for various audiences. For contractor-produced products, serves as Contracting Officer’s Representative writing the Statement of Work, providing guidance and ensuring quality control in acceptance of the finished products.
  • Tracks TRADOC initiatives to ensure comprehensive and effective PA integration in strategic communication efforts. Determines scope of PA requirement, identifies staff point of contact; establishes coordination with lead/support agencies; monitors execution for feedback and evaluation.
  • Integrates PA plans and communications strategies into HQDA and TRADOC Operations Orders (OPORDS), Strategic Communications Campaign Plans (SCCP) and PA annexes to mobilization, exercise and contingency plans and calendars for execution.
  • Establishes and maintains communication with strategic publics through relationship-building techniques. Ensures that TRADOC PA Strategic Communications efforts are synchronized with HQDA Strategic Communications themes and priorities through coordination with HQDA, Office of the Chief, Public Affairs.
  • Develops methodologies and analytical tools to document and evaluate the overall effectiveness of PA Strategic Communications Plans and Marketing Strategies in meeting command communications goals. Develops and maintains target of opportunity database for use in future plans. Develops impact evaluations to measure campaign effectiveness. Provides periodic updates in the form of briefings or written reports (AR 360-1).
  • Provides PA review, analysis and comments in the coordination of TRADOC policies, operations, studies and decisions staffed within the HQ. Provides TRADOC input to HQDA PA studies and PA plans, policies and doctrine as directed by the Office of the Assistant Secretary of the Army for Public Affairs and the HQDA Army Public Affairs Center.
  • Coordinates professional media training for TRADOC senior leadership and subordinate elements, as required.
  • Keeps pace with current trends and emerging technologies in communications strategies to ensure continuous relevance with new Army PA doctrine and Joint initiatives.
  • Manages the TRADOC PACM Civilian Career Program (AR 690-950, AR 690-950-22).
  • Provides plans, policy and guidance on MACOM issues/missions to TRADOC Public Affairs Offices. Coordinates support with regional/installation PAOs, as required.
