The presolicitation synopsis for this requirement was published in the FedBizOpps (www.fedbizopps.gov) on May 22, 2006, under the title, "HIV Research Network (HIVRN)." The solicitation issue date is June 5 2006.

The RFP is available for download (select for Downloading Information) and at the Federal Business Opportunities Web site: www.fedbizopps.gov. It is the offeror's responsibility to monitor the Web sites where the RFP will be posted to learn about any amendments to the solicitation.

Background

It is anticipated that a single cost reimbursement contract award will be made under this solicitation for a three year period of performance with two one-year options.

The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services (HHS) intends to award on a sole-source basis to the Johns Hopkins University School of Medicine a contract to continue to support the HIV Research Network. This is a continuation of work previously conducted by the Johns Hopkins University.

The purpose of the contract is collect and analyze data related to health services utilization by persons with HIV infection during CY 2006-2008. Provider sites that participate in this network both provide clinical care to patients with HIV infection and transfer clinical and resource utilization data on these patients to a central data center. The data center amalgamates the data from the various sites, puts the data into a uniform format, conducts analyses of the assembled data, and prepares reports that address issues concerning the utilization of resources by persons with HIV disease and procedures to reduce the likelihood of medical errors in the treatment of HIV.

This project requires the contractor to have close contacts with clinical sites providing HIV care and to have established procedures and protocols whereby the site transfers specific data elements from existing clinical records to the contractor. A significant component of activity in this project consists of obtaining medical record data from HIV provider sites and working with each site to ensure that data is transmitted in a uniform format. The Johns Hopkins University School of Medicine has been engaged in this activity since October 1998 and already has several years of data assembled and has established close relationships with staff at each of the 17 provider sites. We know of no other entity that has developed data sharing procedures with an equivalent number of sites in several states across the country. Therefore, AHRQ intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.
